Duties

Help

  • Works with N91 Regional Program Director to accomplish administrative tasks at the regional level.
  • Works with Appropriated Funds (APF) and NAF Human Resource Offices (HRO) and provides Site Managers with information on Human Resource Management including resignations, recruitments, pay setting, disciplinary actions, training, incentive awards, time and attendance, recruitment, and other HRO procedural matters.
  • Collects and manages data to determine organizational immediate and long-range training needs.
  • Tracks and maintains manpower statistics for both APF and NAF personnel through Regional and N91 data bases and serves as a Total Workforce Management Services (TWMS) administrator.
  • Coordinates and facilitates the timely processing of background checks and adjudication actions and serves as a Contractor Verification System (CVS) Trusted Agent.
  • Develops and updates N91 position descriptions with HR guidance and support, as needed.
  • Conducts cost-benefit analysis, process reviews and provides regular updates to N91 Regional Program Director to address management support issues including financial, administrative, and human resource issues, and provide recommendations to achieve improvements or cost efficiencies.
  • Prepares and revises policies, directives and/or delegation of authority which express the operating policies of the activity.
  • Reviews directives from higher authority to determine potential impact on the organization.
  • Establishes internal administrative procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
  • Serves as Special Projects Officer. Plans and/or accomplishes special projects within CNRJ N91.
  • Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues.
  • Conducts research and compilation of data from diverse sources.
  • Extracts and assembles information, conducts analysis utilizing standard analytical techniques and develops briefs, reports and/ or presentations.
  • Collects, analyzes, and compiles a variety of data and metrics to prepare reports or special projects in response to requests from higher authority, i.e.; to report program status, to determine and report the impact of proposed funding reductions, etc.
  • Prepares responses to requests for information such as Stakeholder reports, Business Plans, command histories, manpower reports and similar information. This may involve determining whether or not to release the information based on the nature or degree of
    sensitivity of information and the requester's authority to receive the information. Also prepares or assists in developing memoranda of understanding and/or agreements, a wide variety of briefing materials, organizational data, charts, reports and other materials to
    support CNRJ N91.
  • Participates in the development and management of the regional FFSP budget which includes direct, reimbursable and contract funds (short and long range planning).
  • Identifies, through data collection and consultation with Site Managers and other RSO staff, resource requirements and recommends allocation of resources for the regional FFSP.
  • Maintains or assists in the upkeep and audit of multiple Operating Target (OPTAR) logs in support of specific programs.
  • Serves as coordinator for IT support and mandatory training amongst region staff (i.e. Privacy Act program/training, Cyber Awareness, etc).
  • Supports installations in developing marketing plans for N91 programs.
  • Performs other related duties as assigned.

Qualifications

  • Knowledge of Fleet and Family Support Program (FFSP) mission, functions, policies and procedures; mission requirements, program goals and objectives.
  • Knowledge of the theory and principles of management including administrative practices and procedures.
  • Ability to use qualitative and quantitative analytical techniques.
  • Knowledge of Navy civilian Human Resource Management policies, procedures sufficient to advise management on routine or procedural matters.
  • Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Knowledge of a variety of Navy administrative and resource management policies, procedures and regulations. This includes budget/financial management, property management, administrative policies, and procedural aspects of human resource management, and other management programs and their requirements.
  • Knowledge of budgetary procedures and regulations to process requests for obligations, expenditures, allotment of funds, transfer and reimbursement of funds and maintain current and accurate fund balances.
  • Ability to develop and monitor OPTAR tracking systems to effectively manage funds and to predict shortfalls.
  • Skilled in written and oral communication sufficient to prepare and present findings and recommend solutions; compose a variety of correspondence, budget justifications and/or requests, instructions, responses to complaints and/or inquiries, etc.

  • Participation in the Direct Deposit/Electronic Fund Transfer is required. Salary is commensurate with experience and/or education.
  • Selectees initially recruited from the United States or who are already on a Transportation Agreement will be entitled to transportation and moving costs for themselves and their family members. Household goods may be shipped and a housing allowance is paid to cover monthly housing and utility costs.
  • Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Japanese yen exchange rate, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the Naval base. You may also ship or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.

  • 2 year degree related to business, financial or administration with 2 years of business management, financial management and administrative experience OR
  • 4-year degree in the same field with 1 year of business management, financial management and administrative experience.
