Help
  • Draft new simple policy or proposed changes to existing policy, including the development, drafting, clearance, and publication of regulations, handbooks.
  • Assist with policy implementation after publication, including training and guidance for field staff and stakeholders as appropriate.
  • Receive budget allocations, monitor funding levels, and spread funding to projects for obligation.
  • Sign Housing Assistance Payment Agreements to obligate voucher funds.
  • Develop simple legislative proposals, analyze proposed legislation and prepare necessary legislative reports on program impact for mission area and departmental review.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates: Knowledge of laws, practices and principles related to business trends/advances in real estate principles, practices, market and values, credit risk factors, and lending principles for multi-family housing, direct loan/grant business operation; ability to develop policies and programs, administer funding, and conduct administrative functions; regulates and guides the business operation of loan and subsidy processing for very-low, low and moderate income families and to preserve properties fulfilling the agency mission of providing decent, safe and sanitary housing for rural families; experience in drafting and editing position papers, regulations and technical assistance directives; experience communicating with a diverse group of internal and external stakeholders. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
