Duties

The management and operation of these committees are carried out in accordance with the provisions of the Federal Advisory Committee Act (FACA), P.L. 94-409, Freedom of Information Act, the Public Health Service (PHS) Act, and GSA, DHHS, NIH, conflict of interest regulations, as well as other relevant legislation, regulations, Executive Orders, and policy. Responsibilities:

  • Development and issuance of procedures and for monitoring compliance of all forms and committee protocol
  • Provides expert technical advice for the operation of chartered advisory committees to regular members
  • Reviews, analyzes and develops assigned Integrated Review Groups (IRG) requests for waivers from membership requirements
  • Responsible for the full range of Federal Advisory committee activities and oversees committees' operations to ensure that NIH policy is followed regarding committee nomination slates, amendment, and termination of committees
  • Advises senior staff on a continuing basis and providing technical information on committee management policy to the Committee Management Officer (CMO) and assigned officials.

Qualifications

You qualify at the GS-09 level, if you meet one of the following qualification requirements:

A. Completion of a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related;
OR
B.
You must demonstrate in your resume at least 1 year of qualifying specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing administrative and technical support for an organization; assisting with the development of improvements to the workflow in the office; assisting in preparing and/or reviewing a variety of reports; responding to routine inquiries concerning organizational projects and activities; and assisting in researching new or improved program and management practices for management operations.

C.
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-11 level, if you meet one of the following qualification requirements:

A.
Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
OR
B.
You must demonstrate in your resume at least 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating administrative activities for an organization; developing and implementing changes and improvements to the workflow in the office; preparing and reviewing a variety of reports; responding to non-routine inquiries concerning organizational projects and activities; and researching new or improved program and management practices for management operations.

C.
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing laws, regulations, or policies to determine their impact on committee management activities or operations; evaluating the effectiveness or efficiency of committee operations; developing draft recommendations to improve the effectiveness and efficiency of committee operations.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
