Duties

Help

You will:

  • Provide leadership for a wide range of activities supporting the implementation of the Inflation Reduction Act (IRA), including providing advice to agency leaders relating to climate emissions reduction, climate adaptation and resilience, sustainability, and/or environmental justice;
  • Serve as a leader within a cross-cutting intra-agency team to develop strategic plans and monitor implementation to achieve key IRA program policy objectives;
  • Perform in-depth analyses on the impact of adopting various proposals and policies, develop options and alternatives, and provide recommendations for problem resolution;
  • Serve as a representative of the organization to convey points of view, build effective relationships with external partners, and respond to requests for information from Congress, the White House, and oversight bodies;
  • Participate in federal work groups, briefings for Congressional staff, and meetings with various stakeholders including the regulated community, tribal governments, and other Federal or State agencies.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing technical expertise for the development, implementation, and/or evaluation of strategies, policies, and/or programs in the public or private sector; conducting projects and/or studies to evaluate program performance and effectiveness; and preparing and delivering briefings, reports, and/or presentations.

Your application package will be used to evaluate your competencies in the following areas:

  • Knowledge of the Inflation Reduction Act (IRA).
  • Knowledge of strategic planning and organizational design.
  • Ability to develop new methods and approaches in planning, integrating, and evaluating programs. 
  • Skill in long-and-short-range program planning and strategy development.
  • Knowledge of statutes, laws, and regulations related to environmental protection.
  • Skill in policy analysis.
  • Skill in written communication sufficient to organize and summarize large amounts of information.
  • Skill in oral communication sufficient to make presentations to senior leadership and represent the Office in public meetings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
