Help

As a Research Marine Biologist, you will perform the following duties:

  • Serve as a Principal Investigator and Senior Researcher preparing, coordinating, resourcing, and directing the implementation of a research program or project involving an assigned area of science. Manage and conduct research projects designed to enhance the function, recovery and restoration of National Oceanic and Atmospheric Administration (NOAA) trust resources. Improve efforts to preserve, protect and manage sensitive coastal marine habitats in relation to human and natural factors.
  • Lead planning, prioritization, and tracking of scientific projects, and participate in scientific projects. Review projects for compliance to established practices, identify projects and their requirements as needed for high-priority programs, and identify new program requirements through the assimilation of scientific data needed to meet mission objectives and goals. Identify and validate significant problem areas requiring action while prioritizing assigned projects including project documentation, execution reporting, project tracking, project accounting, technical support procurement, project/program coordination, and other related activities.
  • Communicate results of the National Centers for Coastal Ocean Science (NCCOS) enterprise through peer-reviewed scientific journals, NOAA technical reports and memoranda, relevant web offerings, and through oral presentations to science, coastal management, educational institutions, and the public at relevant meetings, workshops, and other related forums. Provide subject matter expertise to those individuals charged with formulating regional and national policy decisions. Establish and maintain effective collaboration to work across agencies, stakeholders, and the public.
NOTE: These duties are described at the Full Performance Level of the ZP-4, the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.

Salary ranges will vary based on the location:

Silver Spring, MD: (ZP-3): $82,764-$128,956 (ZP-4): $117,962-$181,216
Beaufort, NC (RUS): (ZP-3): $72,553-$113,047 (ZP-4): $103,409-$158,860

POSITION REQUIREMENTS: Must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks i.e. site visits, field research etc. This position requires the operation of a Federal motor vehicle.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 0401 Series:

Education:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-9 in the Federal service. Specialized experience MUST include all of the following:

  • Conducting end-to-end research to include developing or evaluating coastal habitat studies using models and spatial analysis; and
  • Utilizing new science to assist in the development of products that support coastal management.
OR

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.)

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Leading coastal marine research and management studies and developing solutions to problems relating to coastal marine resources management and protection;
  • Working with internal and external partners to address coastal management challenges; and
  • Managing programs and policies for research and services related to ocean and inland waters.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
