Duties

Help
  • Conducts fact finding analyses and makes recommendations about resources, methods, environmental factors, program management and other factors.
  • Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
  • Leads the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made(e.g., in work methods, processes and procedures).

Qualifications

For the GS11: You must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following duties:

  1. Ensuring logistical arrangements, technology support, lodging and facilities, and program materials are in place for a leadership course;
  2. Establishing and/or monitoring pre-course, during-the-course, and post-course customer service evaluations for leadership courses; and
  3. Overseeing the ordering and/or deployment of psychological evaluation assessments of participant skills and abilities in a leadership program.

B. Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the competencies necessary to do the work of this position. NOTE: You must submit copies of your transcripts.

OR

C. A combination of graduate education and specialized experience as described in "A" and "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 36 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit copies of your transcripts.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS 11 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
