Duties

Help
  • You will plan, manage, and execute U.S. Department of Defense (DOD) operations, actions, and investments.
  • You will maintain rapport and close contact with officials of Thailand, serving as an integrator between the Royal Thai Armed Forces.
  • You will review, amplify, and apply Secretary of Defense, Secretary of State, and Chairman, Joint Chiefs of Staff policy guidance.
  • You will be responsible for the internal management and synchronization for the day-to-day operations and administration.
  • You will conduct special analysis, provides guidance and resolution on issues related to resources required and/or available to carry out missions/functions across multiple support areas.
  • You will supervise Joint Service military members, civilian, and local national personnel.
  • You will assign work based on priorities, provide technical guidance, establishes work priorities and deadlines, evaluates work in progress, as well as completed products for accuracy and policy compliance.
  • You will provide expert Security Cooperation-related advice.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • Must possess, or be able to obtain, a U.S. Top Secret security clearance. You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be physically and mentally able to conduct on-site inspections of ongoing Thailand activities at locations all over the Kingdom of Thailand

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : provide senior-level coordination, representation and resource management; provide personnel resources, administrative facilities support; analyze security assistance and security cooperation of planning documents.

Additional Information:
Work requires frequent TDY travel outside Thailand up to four times per year for three-to-seven days each and TDY within Thailand up 6-8 times per year and occasionally for two-to-three-day periods.

Diplomatic passport and visa are required.

On numerous occasions, work/travel within country requires personal movement in US or TH military vehicles, aircraft, or vessels: ICW with this work and travel, incumbent must have the stamina to travel/ traverse physically demanding geographic locations within the Kingdom of Thailand.

Incumbent and eligible family member(s) (spouse and dependents under the age of 21) relocating to Thailand must meet Department of State's pre-employment physical exam/medical clearance requirement as well as be cleared by DOD Exceptional Family Member program.

Incumbent must satisfy the Foreign Affairs Counter Threat (FACT) and Defense Security Cooperation University (DSCU) training requirements.

This is a Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/ or direct SC activities that directly affect the execution of SC programs and activities.

Employee must meet DoD Security Cooperation Workforce (SCW) 2.0 Certification requirements applicable to the duties of the position. This is a Key Security Cooperation billet with duties and responsibilities that require the incumbent to issue guidance, make decisions, or direct Security Cooperation activities that directly affect the execution of Security Cooperation activities. Incumbent in this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. On 1 October 2024, the clock starts for existing SCW members to complete certification requirements by respective deadlines. For new SCW members, the clock starts once entered into a properly coded SCW position in the manpower and personnel system. The Practitioner Proficiency level requires at least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. In addition, there is a 60 hours of continuing education requirement every 2 years. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
