SUPERVISORY CONTROLS:
The incumbent reports to and works under the supervision of the Chief CSSU.
The employee receives general direction from the Chief CSSU, or from the DAD CSD, who outlines assignments and projects, establishes timeframes, and provides guidelines for scope of the assignment and possible approaches for completion of work. The employee independently develops work plans for the accomplishment of assigned objectives, carries out, assignments and advises the supervisor of changes, precedent setting, or controversial issue.
The incumbent establishes clear goals and objectives, implements, and maintains the agency's operations to promote integrity of the IDP. Serves as a first line supervisor for IDP clinical staff and public health analyst and has responsibility for distribution of workload, and usage of program resources. Involved in all aspects of the administration of the IDP and works independently; critically involved in the resolution of issues within the IDP problems.
The employee plans and organizes his/her own work, determines the sequence of assignments, selects, and develops methods, and seeks assistance from experts only rarely; works independently to resolve complex and unusual issues, through research, analysis and action; assists with development of conclusions and recommendations necessary to implement the objectives and policies of the DHS Office of Health Affairs and the IHSC DAD CSD. The incumbent uses initiative in carrying out assignments and independently develops solutions to deviations, problems, or unusual situations. The incumbent assignments are usually long-term, recurring, or broadly defined. The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements, and compliance with policies pertinent regulations, civilian accreditation agency requirements and standing operating procedures.
The incumbent directs a program of agency level and of nationwide scope and importance; programs directed are essential to the integrity of clinical care provided by the agency at ICE detention facilities across the nation. The IDP Lead may serve in the absence of the Chief CSSU, with information related to provision of high quality clinical care across the nation, and to ensure quality measures are in place for the IDP. The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
A moderate number of guidelines may be applicable to some parts but not all parts of assignments and may contain some inconsistencies and be partially unconfirmed. The incumbent uses judgment in interpreting and adapting guidelines such as agency, national, PHS policies, regulations, precedents, and work direction for application to specific cases.
