As an IT Program Manager, (Agency Title: Accessibility Specialist), you will manage equitable and accessible technology delivery and outcomes as an advocate for designing information technology (IT) tools and services to promote inclusivity and accessibility as well as provide leadership on critical IT projects and initiatives.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-14:  

IT Product/Design Expertise on Accessibility

  • Advocates for an accessible IT design approach/mindset with stakeholders and partners to strengthen team and portfolio capabilities.
  • Advises and leads accessible design strategies, providing learning opportunities to capture a broader spectrum of accessibility approaches and best practices to external delivery teams, such as how to incorporate accessibility in agile approaches, developing toolkits and technical documentation, or identifying gaps in software/hardware needs.
  • Aligns IT project work and identifies successful accessibility improvements/efficiencies to integrate into broader agency offerings including IT products and services.

Enterprise Accessibility-Related Initiatives and Federal Priorities

  • Works with the agency Senior Advisor for Equity, TTS Senior Advisor for Technology and the Public to advocate for accessibility innovations and best practices, in partnership with various executives and agency leadership.
  • Partners with agency Executive and other management and staff to contribute to initiatives, projects, and other activities to develop, improve, and/or expand inclusive, equitable, accessible services.

IT Program Support

  • Partners with program office talent acquisition, operations, and policy staff to conduct external accessibility audits, measures/metrics, and improve federal accessibility practices, programs, and commitments.
  • Provides authoritative IT advice and support incorporating federal accessibility principles that lead to new ways of working and/or the implementation of new, innovative approaches in IT.

The GS-14 step 1 salary range starts at $122,198 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

QUALIFICATIONS

BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

GS-14 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as and must include:

  • Driving accessibility improvements on cross-functional software development or technology teams to deliver a product, platform, or service.
  • Advocating for an accessible IT design approach/mindset with stakeholders and partners to strengthen team and portfolio capabilities through ongoing training, development and research.
  • Using data to help identify, communicate, measure and report progress on accessibility goal.
  • Managing equitable and accessible technology delivery and outcomes as an advocate for designing information technology (IT) tools and services to promote inclusivity and accessibility.
  • Evaluating the conformance of web content against the Web Content Accessibility Guidelines using axe DevTools, WAVE (Web Accessibility Evaluation Tools), Accessibility Insights, or similar tools as well as manual testing using JAWS (Job Access with Speech), NVDA (NonVisual Desktop Access), or VoiceOver.
