Summary

As Director, Office of Policy Review and Development, you will serve as a Supervisory Program Analyst responsible for the development and implementation of policies, programs, legislation, and practices affecting the public transportation industry. The Director of Policy Review and Development is FTA's lead for developing and coordinating policies, programs, and activities across the agency and for coordination activities with other DOT offices.

As a Supervisory Program Analyst, you will:

  • Identify policy issues in the public transportation sector that have a bearing on agency goals and statutory programs.
  • Develop and review regulations, procedures, and directives to implement programs, policy initiatives and legislative requirements affecting FTA.
  • Formulate policy recommendations for regulatory and legislative proposals and review regulations and other directives needed to implement policy initiatives and statutory requirements affecting FTA.
  • Coordinate and oversee FTA’s engagement in audits by GAO and DOT’s OIG.
  • Implement an integrated policy management system to support policy formulation.
  • Ensure consistency of FTA's policies, programs, and legislative developments.

The ideal candidate for this position is a mid-career professional who has excellent project management and communication skills; has experience leading and motivating employees; and is experience in performing data analysis and preparing policy.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.   

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience conducting policy analysis to improve the effectiveness of government programs.
  • Experience in leading teams of experienced professionals with differing technical backgrounds.
  • Experience communicating policy issues with officials at all levels internal and external to an organization,
    Including the application and interpretation of laws and regulations as they apply to transportation programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Policy analysis using quantitative and/or qualitative factors to assess the potential outcome of policy options in relation to agency goals and objectives.

  • Leading teams toward the achievement of specified objectives through guidance, instruction, direction and the application of key leadership principles.

  • Communicating at all levels of an organization to obtain input on decisions and explain complex and/or procedural concepts.

The agency has the option of extending a term appointment up to the 4-year limit.
