Duties

Help

Serves as Senior Advisor to the National Semiconductor Technology Center (NSTC) Program Office.

The senior policy advisor will work on cross-cutting policy initiatives related to economic and national security and work closely with other members of the team in developing, coordinating, and implementing cross-disciplinary CHIPS policies. Take initiatives on assigned policy planning, including driving policy priorities through the approval and clearance processes and implementing Office priorities. Individual collaborates with CHIPS R&D program staff, CHIPS R&D office staff, and key internal stakeholders to provide policy and program development, implementation, and evaluation. Facilitates the identification of policy and strategic planning issues and formulation of analysis, reports, and policy recommendation to influence top level decision making. Conduct extensive research analysis of current law and legislative proposal affecting CHIPS. Develops policies and procedures for one of the respective CHIPS R&D program. Makes recommendations to senior team members for alignment with Department of Commerce and R&D objectives. Prepares assessments and other products required by R&D and the CHIPS Act, as well as related laws and regulations.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience in two or more of the following:

  • Conduct research and analysis of current law and legislative proposals involving highly complex financial, legal and regulatory issues, and plan and prepare reports
  • Provides editorial assistance and advice to Institute management and authors; applies extensive knowledge of grammar, sound editorial practices, typesetting conventions, and modern printing to produce publications
  • Develops policies and procedures and provides recommendations to senior leaders

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
