The purpose of this position is to provide administrative and office automation functions for the Child and Youth Programs (CYP).
The responsibilities of the CYP Branch (N96) includes Navy CYP Program Manager responsibilities for child development programs; youth and school-age care programs; child development homes; child and youth education services; community-based fee assistance; and other community recreation activities.

General (duties include but are not limited to):
Maintains required management information databases. Creates, formats, and consolidates reports. Reviews and verifies installation data submissions, inputs data, maintains updated information, and serves as the branch point of contact to work directly with installation points of contact to ensure timely report submissions.
Prepares final reports for Navy CYP, and applicable section heads. These reports are used to meet Navy, Department of Defense (DoD) and Congressional reporting requirements, develop program justification, and to make long and short-term management and funding decisions at headquarters, and at Echelon II and III commands. A representative sample of these consolidated reports includes Child Development Center, Child Development Homes, Youth and School Age annual program reports as required by the Department of Defense. Child Development Home subsidy and community-based providers, database reports (e.g., Child Development Home Management System). Programs usage and statistical data.
Creates procedures to facilitate efficient management of headquarters processes, procedures, and systems. Tracks initial reports, ensures command follow-up, and ensures efficiency in processing reports, data processing of claims and enrollment applications, resolving discrepancies, maintaining billing and payment history, and providing customer interface, field assistance and support.
Drafts routine replies to, or endorsements on correspondence pertaining to Child and Youth activities. Prepares briefing slides and/or presentations, prepares correspondence, and provides input for congressional and higher levels within DoD and government as well as to Navy major commands and commanding officers.
Advises supervisor and section heads on such matters as: procedures in the clearance of memos, past practices with respect to various reports, the general nature and history of recurring items, and the sources from which they can obtain a quick explanation on various matters.

A qualified candidate possesses the following:
Two or more years(s) of specialized experience in management information systems and/or program administration in a business or operations setting.
Knowledge of the substantive programs of the Navy Family Readiness programs as they relate to the administrative support functions.Knowledge and ability to maintain and develop various administrative directives including the ability to detect and eliminate conflicting information, overlap and duplication and to simplify.Knowledge of DoD and DON technical rules, guidelines, regulations, and precedents related to administration and office automation.Knowledge of both standardized and specialized processes and procedures for evaluating administrative and office automation functions in order to carry out the more complicated and/or innovative projects assigned.Knowledge of grammar, spelling, capitalization, and punctuation to finalize written correspondence, reports, guidebooks, and other materials.Knowledge of the organizational structure and components of the United States Navy.Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).Skill in information gathering techniques.Skill to organize and ensure accuracy, particularly with large amounts of data.Ability to analyze, verify, and correlate basic data to develop and prepare reports.Ability to determine best software to use to enter, maintain and retrieve data and to compile reports, produce charts and graphs, or monitor project or program status.Ability to design and set up procedures and format for obtaining and retrieving data in the form needed.Ability to prioritize projects and coordinate with Branch and section heads to meet numerous project deadlines on a variety of subjects.Ability to make decisions, resolve problems or discrepancies based on knowledge of rules, regulations, and procedures.Ability to communicate effectively both orally and in writing.
