Summary

The incumbent serves as Supervisory IT Program Manager of the Financial Management Business Transformation (FMBT) Information Technology Service (ITS) within the Department of Veteran Affairs (VA), Financial Service Center (FSC), and as such, directs and guides all service activities related to FMBT. Incumbent supervises and oversees the concept, planning, development, and implementation activities of the FSC FMBT portfolio.

Physical Requirements: Work is normally performed in an office setting while seated at a desk. Incumbent occasionally carries books and papers weighing up to 10 pounds to and from meetings away from the work site.

Major Duties:
  • Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Conducts IT Program and Project management activities for the FSC as it relates to the FMBT program for Business Intelligence/Reporting; planning, organizing and the directing the program operations.
  • Identifies deviations from plans, identifies trends which may have adverse financial effects, makes current and long-term projections, and analyzes costs of programs to assist in decision making.
  • The incumbent establishes performance standards and evaluates the performance of assigned staff, makes determinations on grievances, recommends training, and approves leave of staff.
  • Conducts program and project reviews with subordinate program and project managers as it relates to FMBT to reduce risk and help ensure cost, performance, and schedule objectives are met.
  • Makes timely and accurate recommendations for balancing resources and expediting individual programs within the context of overall mission execution.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2024.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized experience - GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the normal line of progression for the occupation in the organization.) Specialized experience is defined as: Extensive experience independently utilizing Momentum Financials, Oracle Financials, or Systems Applications and Products in Data Processing (SAP) to capture and analyze financial and/or acquisition data, support the full software development product lifecycle, and/or manage business processes, developing solutions/reporting that facilitate effective information flow and reporting across organizations.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
