Duties

Help

The Chief Data Officer (CDO) will assist the Chief Strategy Officer within the Office of Strategy, Planning, and Innovation (OSP) in their responsibility for planning, directing, and coordinating various operational management and program areas to include: data governance; data analytics; agency records management; and other related activities which support the USSS protective and investigative operations. The primary duties include, but are not limited to, the following:

  • Oversee the full range of planning and management functions required to support the development, integration, and fielding of data governance and analytic systems and processes used by the USSS. Responsible for the implementation and development of life-cycle cost estimates for assigned data governance functions.
  • Serve as the technical expert for the USSS on the development and procurement of advanced data governance, records, knowledge management, and analytic capabilities.
  • Oversee data management and data analytics programs and activities across the organization. Responsible for the development and implementation of policies and procedures to ensure the delivery of timely and accurate data. Guides data and analytics on which data to store, analyze, and exploit for the organization's benefit.
  • Develop and document long-and short-range planning efforts, including establishing full life cycle of data governance, records, and analytic program execution. Specific planning activities include: establishing data governance, records management, and analytic program requirements; aligning program requirements to agency mission and OSP directorate goals and objectives.
  • Participate in meetings with USSS executive staff and representatives from staff agencies and industry to determine data governance, records, and analytic program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs and to determine what action is required to maintain or improve program schedules.
  • Provide the vision for business-wide data activities and champions for data stewardship, standardization, accessibility, and governance. Determine how the organization captures, maintains, and presents data and information in order to measure performance.

Successfully complete a one-year probationary period in the SES, unless you are exempt based on previous successful completion of such probation.

File an Executive Branch Personnel Public Financial Disclosure Report in accordance with the Ethics in Government Act of 1978 within 30 days after appointment.

Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret Clearance as a condition of placement in this position.

Mobility Requirement: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed, SES members will be required to sign a mobility agreement and may be reassigned at the direction of the appointing authority.

Qualifications

(1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

(2) EXECUTIVE CORE QUALIFICATIONS: The fundamental competencies within the following five Executive Core Qualifications (ECQ) are also a part of the selection criteria for SES positions. We recommend that your resume emphasize your level of responsibilities, the scope, complexity, and budget of programs managed, and your program accomplishments, including the results of your actions. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) MANDATORY TECHNICAL QUALIFICATIONS (MTQ):

MTQ1: Expert knowledge of data governance and analytic processes and principles. Demonstrated ability to drive strategic plans, establish effective policies, develop Agency goals and objectives, analyze requirements, set Agency priorities, and translate plans into specific projects or programs.

MTQ2: Extensive knowledge and leadership experience managing business operations and mission support functions across a complex, diverse portfolio in a large organization. Inherent to this qualification is the demonstrated ability to assess and prioritize customer needs, to develop strategies and plans to address those needs, and manage multiple facets of organizational change.

The Secret Service Executive Resources Board will review results and make recommendations on final selection to the appointing authority.
