This Supervisory Federal Air Marshal position is located in the Law Enforcement Assessments Section (LEAS), Flight Programs Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: The LE/FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals (FAMs) and other LE/FAMS law enforcement resources in both air-and land-based mission assignments aboard U.S. air carriers, in airports and other transportation modes within the Nation's general transportation systems. As the Supervisory Air Marshal in Charge (SAC), the incumbent will perform the following duties:

  • Directs the work of subordinate Federal Air Marshals, Supervisory Federal Air Marshals, and Assistants to the Supervisory Air Marshal in Charge (ASACs) including: Assigning tasks, setting priorities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking and recommending appropriate corrective/disciplinary action.
  • Defines, plans, and organizes assigned resources (staff, budget, equipment, etc.) to accomplish objectives; manages budgets and resources, projects short-term and long-term future needs and justifies resource requirements.
  • Plans, develops, initiates, and directs overarching strategies and goals for operations and staff, including agency-wide methodologies and processes related to Federal Air Marshal deployment on high risk flights.
  • Directs data analytics and metrics, determining data to be captured and its relevancy, ensuring that metrics sustain Department of Homeland Security (DHS) and/or TSA requirements.
  • Coordinates with other management on misconduct investigations, ensuring those investigations are completed in a timely and efficient manner; partners with TSA Investigations on serious misconduct and criminal matters that warrant investigation outside of the LE/FAMS.
  • Establishes and maintains liaison with other federal, state and local law enforcement at all levels including those from private industry, and has direct and indirect oversight on subordinate supervisory and non-supervisory Federal Air Marshals embedded with other agencies and stakeholders.
  • Serves as an advisor to the Flight Operations Executive Director, as well as consultant to other senior leadership when needed, concerning the Joint Vulnerability Assessment (JVA) Unit and the Unmanned Aircraft Systems (UAS) Unit deployment strategies, as well as agency-wide response to routine and emergency UAS and security events within the transportation arena. Acts as a senior management conduit between TSA Executive Leadership and other law enforcement agencies during security events.

Supervisory Managerial Responsibilities include: strategic planning, communicating the organization's vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee.   1. You must possess U.S. Citizenship or be a U.S. National.
  2. You must complete a favorable Background Investigation (BI).
  3. This Law Enforcement Position is a primary position. Emergency Essential Position.
  4. Must be able to obtain and maintain a Top Secret/SCI security clearance.
  5. Incumbent is required to submit financial disclosure documentation, OGE-450.
  6. You must have prior experience in a primary law enforcement position.
  7. Subject to pre-employment and subsequent drug and alcohol testing.
  8. Selectees will be subject to random drug and alcohol testing during employment; successful Drug and Alcohol test (negative results) must be achieved.
  9. Required to sign a Mobility Agreement.
  10. Unless previously completed, individuals selected for this position must satisfactorily complete a one-year probationary period to continue in this supervisory/managerial position.
  11. Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of "unscheduled duty." This position requires employees to engage in moderate to arduous physical exertion.
  12. Employees must meet and maintain medical requirements for law enforcement officers (including medical examinations and physical abilities assessments).
  13. Employees may be required to engage in physically strenuous and stressful activities during potentially dangerous duties that include but are not limited to, the use of defensive tactics.
  14. This position requires employees to successfully complete all relevant training programs. Federal Air Marshals are required to carry a firearm and maintain firearms proficiency as part of conducting law enforcement activities. Federal Air Marshals may be required to use deadly force, if necessary.
  15. Selectees may be required to travel as a Federal Air Marshals at various times during the day and night, and this travel routinely requires overnight stays both domestically and internationally. Travel may include areas or locations that may be dangerous or present health hazards.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as

  • Leading aviation law enforcement programs in a geographical-dispersed organization;
  • Providing guidance and making recommendations to aviation law enforcement laws, regulations, policies and procedures;
  • Providing law enforcement briefings and reports; and
  • Applying the provisions of the Aviation Transportation Security Act (ATSA) and demonstrating executive level experience in aviation domain law enforcement issues and operations.
LAUTENBERG AMENDMENT: This position may require the selectee to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement, or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by applicants is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
