Duties

Help

1. Serves as the senior specialist in the implementation, maintenance and/or operation of HRO automated HR information system(s) for the State. Develops plans of action or project plans/specifications necessary to carry out requirements for assigned HR information systems based on understanding the limitations and capabilities of the infrastructure and how it can support a particular modification or enhancement. Identifies areas where automation can effectively eliminate labor-intensive HR manual systems or enhance current automation techniques. May develop plans to resource, design, develop, test, integrate, implement, and maintain locally developed HR database.
2. As a senior HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; uses non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and Air National Guard customers; and provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HRO findings and recommendations.

Qualifications

GENERAL EXPERIENCE:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

For some occupations or positions, applicants must have had work experience that demonstrated KSA's in addition to those identified above. Positions with more specific general experience requirements than those described here are shown in the appropriate individual occupational requirements.


SPECIALIZED EXPERIENCE:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Education

Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, general and specialized experience):

1.The employee utilizes the following representative knowledge and skills in typical assignments; A wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices. Analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify.
2.The supervisor outlines overall objectives and available resources. The employee and supervisor, in consultation, discuss timeframes, and scope of the assignment including possible stages, and possible approaches. The employee determines the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories.

3.The employee deals with a range of routine and complicated issues that arise at the installation. The employee uses guidelines that may be as generic as policy statements/objectives, or guidelines that may be inapplicable.

4.The employee develops and implements procedures, resolves technical problems, and provides technical assistance and advisory services to the HR staff and system users regarding automated HR management, processing and records system(s). The employee analyzes and integrates the HR information required by customers into retrieval capabilities of an automated data system to produce the required HR reports, graphics, and tools which are used in special projects, long range strategic planning documents, review and analyses, and similar command level presentations.

5.The work performed by the employee involves resolving or advising on a full range of problems that require analyzing and/or troubleshooting a wide range of unusual conditions. The work also involves providing management advisory services to program managers on significant issues such as establishing criteria, formulating projects.

6.Contacts are with employees and managers in the agency, both inside and outside the immediate office or related units, as well as employees, representatives of private concerns, applicants, retirees, beneficiaries, and/or the general public, in moderately structured settings. The contacts may also be with employees and managers from various levels in the agency.
