Veterans Preference and Military Spouse Preference (MSP) does not apply under this recruitment method. Positions filled under this DHA are exempt from the Interagency Career Transition Plan (ICTAP).

Duties

Help
  • Aid in the planning of the projected annual operating budget to meet anticipated needs.
  • Review commitments and obligations of funds for conformity with the funding program.
  • Maintain an integrated budgeting system to provide effective control over the organizations financial resources.
  • Serve as Fund Pre-Certification/ Certification officer for all financial documents processed by assigned Command.
  • Anticipate problem areas to recommend revision of funding.
  • Consolidate budget and accounting data to explain the financial result of operation to senior leadership.
  • Analyze the executions of funds for assigned financial accounts.
  • Monitor the Government Travel Card Program to ensure travel documents are processed.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) less than 25% required in this position.
  • This is a Financial Management Level 2 Certified ( FMC-02) position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • 1 year probationary period maybe required,

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) utilizing an established accounting system (i.e. General Fund Enterprise Business GFEBS) to track funding and/or financial transactions; (2) analyzing data to recommend changes to fund allocations; (3) compiling budget estimates to provide accounting reports; and (4) reviewing financial documents to determine whether funds are within approved budget.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position you may qualify if your education meets the definition below:

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Economics, or Financial Management. (must provide transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (must provide transcripts).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
