Major Duties & Responsibilities:
Air Conditioning Mechanic HVAC 40%
The employee operates and completes minor repairs on a variety of large commercial and industrial refrigeration and air conditioning systems and supporting equipment with complex problems requiring troubleshooting skills to locate malfunctions. Systems include those with a variety of compressors and refrigerant controls. Systems use a variety of complicated motor controls and other controls to protect against overload or
overheating. Calculates air flow and pressure-temperature characteristics.

Air Conditioning Mechanic Troubleshooting 25%
Troubleshoots a variety of large commercial and industrial refrigeration and air conditioning systems and supporting equipment. Checks elements which control low and high side pressure, the temperature of the cooling units, liquid and suction lines, and the running time of various mechanisms. Checks for the probability of leaks by visual and audible examination of equipment, by application of prescribed test procedures and equipment, and by exploration of probable reasons for equipment failure.

Air Conditioning Mechanic Plumbing 20%
The incumbent receives all calls of a maintenance and repair nature concerning the Engineering Service during non-administrative hours. He/she is responsible for determining the extent of the emergencies that arise within the medical center and what repairs are necessary. The incumbent must notify the proper personnel concerning the situation.

Air Conditioning Mechanic Electrical 15%
Repair, maintain, and troubleshoot will be done by interpreting and applying the building plans, blueprints, wiring diagrams. Repair or replace controls and troubleshoot electrical problems from power source to equipment and checks wiring. Chiller related electrical components.

Work Schedule: 4:00 pm-12:00 am
Non-duty hours, which may include evenings, weekends, and/or holidays

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

RECRUITMENT KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
1. Knowledge of the principles and theories of air conditioning and refrigeration and properties of refrigerants
2. Knowledge of the construction and operation of a variety of large commercial and complex industrial systems
3. Knowledge of safety regulations, practices, and procedures
4. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and evaporators
5. Skill in maintaining difficult balances of a variety of refrigerant controls and complicated
motor controls

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Strenuous physical effort is required to dismantle and reassemble equipment. Frequently carries and sets up parts and equipment that weigh up to 50 pounds and occasionally up to 100 pounds. Required to work from ladders, scaffolding, etc., where parts of systems worked on are frequently in hard-to-reach places. Requires stooping, stretching, bending, and kneeling are commonly encountered for long periods. Hand dexterity is a critical requirement in completing most tasks.

Employee/applicant must always be mentally alert and physically capable, as this work is demanding and hazardous. Works both inside and outside of the Medical Center and are required to work in cramped areas with low overheads. Position is subject to exposure to toxic refrigerants and to disclosure to airborne viruses, including COVID-19. Required to wear personal protective equipment while performing specific tasks.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
