  • Serves as an IT analyst for the DLA J62D Portfolio in support of multiple Automated Information Systems (AIS) to include
  • contd Distribution Standard System (DSS), Vendor Shipment Module (VSM), and Warehouse Management System (WMS).
  • Evaluates and analyzes the customer’s business system requirements’ feasibility, cost effectiveness, integrity, completeness, compliance, computability and testability.
  • Conducts planning, design, documentation, application support, testing/test cases, analysis, trouble shooting, implementation, and overall customer service.
  • Tests and validates that all software modifications meet system specifications and fulfill the approved business system requirements.
  • Conducts and participates in research and investigation of technological developments that have potential to improve the design,
  • contd documentation, modification, testing, installation, implementation, and support of new or existing application software

Qualifications

A. To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

- Developing and presenting automation and design options to customers based on functional Distribution Standard System (DSS) and Vendor Shipment Module (VSM) requirements;
- Analyzing existing systems capabilities;
- Balancing competing requirements, understanding data definitions and the functional implications of system changes;
- Clarifying and coordinating requirements, resolving problems, and persuading others to agree with requirement changes

B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:

- A Master's degree or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree. Education should be a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This position requires a Engineering & Tech Management (N) / ETM, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.
