This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The primary purpose of this position is to serve as a Senior Architect/Engineer (Interdisciplinary) for the A-E Contract Management Section that is composed of lower graded Architects/Engineers, other professional and support staff.

Duties

Help
  • Responsible for a range of planning, leading, coordinating, reviewing, and providing Architect-Engineering (A-E) contract management technical guidance for all Engineering led aspects of (A-E) contract preparation.
  • Provide leadership to the Engineering project delivery team by assisting in group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes, and products on complex A-E Contracting actions.
  • Assist in ensuring the Branch's strategic plan, mission, vision, and values are communicated and integrated into the A-E Contract Management Sections strategies, goals, objectives, work plans, products, and services.
  • Research, learn, and apply a wide range of qualitative and quantitative methods to identify and implement A-E business process improvements and drafts criteria and new innovative processes complying with all statutes, regulations, and guidance.
  • Implement established internal controls that control expenses, reduce costs, prevent waste and abuse, and foster accountability within the workforce.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Manage specific Architect- Engineering (A-E) contract products associated with all phases of the A-E contract process in accordance with established policies and procedures; Lead an A-E Contract Management team by assisting in group facilitation, coaching, problem solving, interpersonal communication; and Utilize A-E contract databases and resources to manage an organization, budgeting, and planning for A-E contract assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
