Summary

The incumbent served as the Deputy Branch Chief Network Services and will support the Branch Chief Network Services and Chief, IT Enterprise Operations to oversee enterprise services and be the primary for services such as network circuits, VPN, Network routing and switching, load balancing, firewalls and COMSEC. Serve as a technical expert and advisor to management in design, development, and evaluation of systems to meet Agency IT demands and support field office network operations.

Help

As a SUPERVISORY IT SPECIALIST you will be responsible for the following duties:

  1. Provide expert technical and managerial support to OCIO IT Enterprise Operations to maintain operations, upgrade and optimize service delivery.
  2. Serve as a supervisory IT Network Specialist at the Network Services Branch level providing technical liaison, service operations & customer support to the DCSA workforce.
  3. Provide operational liaison between the government, DoD and commercial service providers to ensure enterprise IT operations.
  4. Maintains contact with technical and customer service representatives to plan and coordinate work, ensure are up to date with system design, and resolve operational problems.
  5. Maintains effective relationships with upper-level management, system administrators, and commercial vendors to stay abreast of improvements and advances in information technology and service delivery models.
  6. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
  7. Evaluating work performance of subordinates; Giving advice, counsel, or instruction to employees on both work and administrative matters.
  8. Direct or participate in complex projects and provides expert technical assistance to maximize the utilization of technology to attain economies and productivity for agency.
  9. Develop specifications for proposals for the procurement of new and/or revised information technology systems.
  10. Develops new concepts in cost avoidance modeling to provide the most cost-effective services.
  11. Conducts studies and comparative analyses to assess the effectiveness of programs implementation.
  12. Makes recommendations based on findings and presents to upper-level management. Review and evaluate proposals for technical accuracy and fulfillment of requirements.
  13. Participates in the operational testing of acquired systems of prior to their acceptance by the agency.
  14. Evaluates the potential of new products and improvements in terms of improved service and economy in meeting user needs.
  15. Assist in the development of quality control standards for information technology systems acceptance and performance. This includes conducting special and emergency surveys of systems and preparing reports where emergency problems developed or a system was seriously damaged (for example, by power surges).

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG -13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  1. Demonstrated experience managing enterprise network operations and sustainment from development to sustainment at the agency level.
  2. Broad knowledge of network router, switch, and circuit technology to include, but not limited to, MPLS network, network redundancy and resiliency, various network protocols, firewall, network security stack, wireless network, network cabling plan, field offices reach back network connectivity, virtual private networks (VPN) technology, and COMSEC operations.
  3. Experience providing internal and external technical oversight of complex enterprise network and communication systems.
  4. Experience leading and supervising network team of government, military and contractor workforce at technical and non-technical level.

Specifically you will be evaluated on the following competencies:
  1. Network Operation- Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities.
  2. Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
  3. Information Technology Policy and Planning- Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
  4. Information Technology Configuration Management- Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.
  5. Information Technology Life Cycle Management- Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
  6. Information Technology Performance Assessment- Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.
  7. Information Technology Capacity Management- Plan or monitor to ensure Information Technology capacity meets current and future business requirements and performance metrics.
  8. Network Management- Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.
  9. Infrastructure Design- Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
