Duties

Help

This position is established to assist the Office Director and senior environmental staff in the planning, coordinating, and implementation of environmental activities of the Maritime Administration.  Although the position is broad in scope, the employee's duties are focused primarily on the National Environmental Policy Act (NEPA) and general environmental compliance for the Agency.

The Environmental Protection Specialist:

  • Conducts National Environmental Policy Act (NEPA) reviews of proposed Agency actions in accordance with Agency, Department, and CEQ guidelines, regulations, administrative orders and prepare appropriate documentation.
  • Participates in a broad range of environmental evaluations and the subsequent development of findings and recommendations to the Maritime Administration, Department of Transportation, federal, state, and local governments, other organizations, and the private sector on environmental issues.
  • Provides technical guidance on the protection of the environment by the prevention, control, and abatement of pollution generated from vessels, port facilities, shipyards, and fleet facilities, including Federal facilities such as the National Defense Reserve Fleet.
  • Assists with the development of Requests for Proposals, Invitations for Bids, and other documentation that supports Agency goals.  Evaluates proposals, bids, compliance plans, and other documents submitted to the Agency relating to ship disposal and other Agency activities.
  • Participates in the development of standard operating procedures for environmental issues, evaluation their effectiveness, and production of reports for management review.

The ideal candidate should have experience in managing a wide variety of environmental compliance programs.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience in the processes and procedures of the National Environmental Policy Act and the Deepwater Port Act.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in the processes and procedures of the National Environmental Policy Act and historic preservation issues when making project decisions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the concepts, principles, and practices of domestic environmental laws and regulations, sufficient to provide advice to representatives internal and external to the agency and to effect solutions to unique unusually complex or potentially controversial environmental matters.
  • Skill in using standard data gathering and analysis techniques sufficient to (1) collect and review technical information on environmental issues and activities or quality and (2) identify and solve problems of a procedural or factual nature.
  • Ability to communicate effectively orally and in writing in order to prepare and conduct briefings and training programs, support conferences, and write reports and letters.

The agency has the option of extending a term appointment up to the 4-year limit.
