Duties

Help

  • Exercises supervisory personnel management responsibilities.
  • Plans, organizes, synchronizes, de-conflicts, integrates, manages, administers and executes protocol activities and schedules of the CNGB, VCNGB, DANG, DARNG, SEANGB and other key NGB leaders.
  • Develops and implements protocol policy and procedural guidance for the NGB.
  • Responsible for the oversight of effective and accurate expenditure of Official Representation Funds (ORF), Special Morale and Welfare Funds (SM&W) and Operations and Maintenance (O&M) funds, and the management of expenditures for the office government purchase card and the travel budget.
  • Plans, arranges, and coordinates a variety of details associated with CNGB approved events for CNGB, VCNGB, DANG, DARNG, SEANGB and other key NGB leader hosted conferences.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: Providing leadership and supervision over the functions and personnel assigned to the NGB Protocol Office. Detailed knowledge of the organization, functions and responsibilities of the NGB. Analyzing and evaluating major management/program aspects of substantive, mission-oriented programs. Identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives. Ensuring preparation for support to and execution of Air Force domestic protocol events to include ceremonies, visits, meetings, conferences, funerals, and special events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Master knowledge of the concepts, principles and practices of protocol, military ceremonies, and military traditions, both national and international.
2. Master knowledge of the protocol and military operational planning process and ability to apply that knowledge in routine exercise, contingency and real world operations.
3. Ability to plan, organize and direct the functions and staff of a large sized organization.
4. Master knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing in responding to work related problems and questions.
5. Ability to indirectly supervise and provide supervisory guidance to both military and civilian personnel.
6. Knowledge of standard organizational budget procedures.Skill in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in working with high level military and civilian officials.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
