Duties

Help

District Thirteen is responsible for coordinating Coast Guard missions regarding marine safety and security, and port security prevention, compliance, and protection efforts by providing policy guidance and technical expertise to field units. The incumbent serves as the Port Security Specialist and technical expert responsible for developing, implementing, executing, and managing the maritime transportation system (MTS) security program for the USCG; provides oversight of Ports and Waterways Safety Act (PWSA), International Code for the Security of Ships and Port Facilities (ISPS), Maritime Transportation Security Act (MTSA) of 2002, and the Security and Accountability for Every Port (SAFE Port) Act of 2006 activities and their impacts on vessel and facility safety and security.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 

  • Evaluating Maritime Transportation Security Program compliance and needed modifications; liaisons and coordinates with district security specialist (Port), and unit security specialists for status progress reports on port security prevention and compliance efforts.
  • Coordinating maritime safety and security efforts of field units for the most difficult programs or projects that have unusually demanding governmental and political condition requiring port facilities to respond to terrorist threats and incidents.
  • Serving as technical expert on maritime transportation security, exercising independence and political judgment in developing and maintaining relationships with various stakeholders in the federal government such as the U.S. Custom and Border Protection (CBP), the National Oceanic and Atmospheric Administration (NOAA), Federal Emergency Management Administration (FEMA), state, local and private industry.
  • Servings as District thirteen's technical expert for the enforcement of federal statues and Coast Guard policy on maritime safety and security and the safeguarding of all personnel and property within the U.S. maritime domain to ensure the preservation of safe, secure, and peaceful maritime environment.
  • Serving as District and Prevention Division expert in application of risk managements tools and maintains an in-depth knowledge of current Maritime Security Risk Assessment Model (MSRAM) evaluation to support programmatic planning and prevention policy development.
  • Researching and interpreting safety and security policies, procedures, and guidelines for responding to any contingency including natural disaster, oil/chemical discharge, or terrorist threats or incidents.
  • Managing port security requirements for special maritime activities to include special civilian maritime events, military outload activities and other civilian agency support requirements.
  • Providing direction and assistance to subordinate units in developing and managing salvage planning and port recovery plans and operations.

Qualifications

GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.  

Specialized experience includes: updating security directives, regulations, manuals, guidelines or procedures; prepare reports, document security findings and make recommendations to specific problems; establishing security measures; measuring effectiveness of existing security practices; coordinating, planning, and developing assessment of maritime security exercises.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Ability to communicate in writing to prepare reports, document security findings and make recommendations to specific problems.
