Duties

Help
  • Conducts fact finding and analysis of multiple data sources, such as agency strategic plans, Human Capital Operating Plans (HCOPs), and policies and procedures to conduct Human Capital Management Evaluations (HCME).
  • Drafts comprehensive reports of assessments that identifies agency wide and/or installation level systemic or operational weakness and recommends solutions with credible business cases to promote voluntary improvement.
  • Conduct comprehensive assessments of agency evaluation systems, which includes how systems are structured, resourced, competency levels of staff, level of evaluation activity, depth and scope of evaluations, substance of findings.
  • Participates in cross-organizational matrix teams to assist agencies meet HR strategic needs.
  • Presents technical information in briefings to address findings.

Qualifications

Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal Service that includes working in human resources management applying human resources management concepts, principles, laws, regulations, and practices; providing human resources management advice to leadership; researching and drafting solutions to resolve difficult human resources problems; setting goals. Specialized experience demonstrates the following at the GS-11 level for one year:

  • Participating in Federal civilian HR evaluation activities (e.g., evaluations, audits, quality assurance reviews) to assess agency compliance with law, regulations, and merit system principles and/or implementation of HR goals.
  • Researching and applying knowledge of a wide range of HR management concepts (e.g., classification, staffing, performance management, employee relations, etc.) to collect and share information, provide management advisory services or technical assistance.
  • Interpreting technical HR information to develop written materials and/or data analytics work products (e.g., advisory opinions; reports; graphic materials depicting comparisons or trends over time).
  • Using analytical and evaluative methods (e.g., drawing conclusions after analyzing multiple data sources) to assist agency staff members in understanding and resolving Federal civilian agency HR issues.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS12 level.
