Summary

As a Project Manager you will be responsible for overall management of Prospectus Level projects, those that entail complex building and/or leasing projects, or project groupings which can comprise the most major, politically sensitive, and complex initiatives. 

Location of position: PBS, Lease Project Management Branch located in Albany, Buffalo, or Syracuse, NY, or Hato Rey, PR

Duties

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Act as senior project manager responsible for overall project management of prospectus level, equally complex, or precedent setting projects.
  • Lead project analysis to determine client facility needs and identifies key technical and resource personnel to work on various aspects of projects.
  • Direct and perform budget planning and execution to support each developmental stage.
  • Negotiate and coordinate project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations.
  • Direct the acquisition and management of contracts which support all aspects of leasing and real estate development.

The GS-13 salary range starts at $103,409 per year and varies based on duty location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  



To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include:

  • Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
  • Interpreting multi-level customer needs and developing them into actionable requirements;
  • Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies;
  • Managing multiple stakeholders by developing relationship strategies;
  • Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
  • Negotiating sound real estate business transactions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Skill in allocating fiscal, staff, and time resources to produce maximum results.
  • Mastery of the full range of qualitative and quantitative analysis techniques and methodologies is required.
  • Expert ability to effectively manage project financial planning and analysis.
  • General knowledge of real estate processes and programs to include site acquisition, real estate markets, and financial management as it relates to real estate.
  • Mastery of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution, and project closeout stages. 
  • Oversee and/or review project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and prepares/reviews overall cost estimates.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
