Summary

The selected Supervisory Social Worker will provide community-based case management services to Veterans participating in the HUD-VASH Program. The selectee is responsible for program oversight, monitoring and administration, serving as the primary contact with local Public Housing Authorities
(PHAs) and providing case management-based services (directly or through referral) necessary to ensure that Veteran care is coordinated with the VA Medical Center.

Work involves the exercise of mature professional judgement and the flexible use of a wide range of advanced practice skills. The selected Supervisory Social Worker will provide services in serious, complex and complicated cases, often referred by other workers and interdisciplinary team members. Carries full responsibility for cases presenting a wide range of psychosocial, medical, housing and environmental problems. Works closely with the Mental Health, Primary Care and other level of care within the VA Medical Center to ensure that coordination between these entities is facilitated and veterans direct care, refer and follow-up is contiguous and based on a continuum of services. Independently provides clinical psychosocial and case management services at an advanced practice level of care for eligible Veterans and their family members in the program. Some of the duties include, but are not limited to:

  • Serves as the Medical Center's primary point of contact for all HUDN ASH Program matters and services.
  • Responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements.
  • Develops working relationships and agreements with other organizations and directly coordinates with the designated PHA regarding housing voucher application and award process for each Veteran.
  • Establishes, implements, and maintains referral and screening procedures for potential HUD-VASH Veteran participants that meet national and local policy as well as the needs of medical center mental health services and residential programs.
  • Develops the screening procedures to involve a multidisciplinary team approach and is responsible to ensure criteria and procedures are maintained.
  • Regularly conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters, and "on the streets," as well as those who are referred by VA programs, medical centers or outpatient clinics utilizing a government owned vehicle.
  • Maintains current and establishes new relationships with other community-based service providers for the homeless, and when appropriate, represents VA at community service provider meetings.
  • Evaluates the Veteran's situation, abilities, and capabilities, and arrives at a reasoned conclusion including an assessment of vulnerability and priority for admission.
  • Assesses at-risk factors and develops a preliminary plan, involving the Veteran and family or significant others, and performs an insightful assessment of serious and complicated cases involving psychiatric illness which may also include, catastrophic medical condition, dementia, traumatic brain injuries, and other high-risk diagnoses.
  • Provides direct clinical services for Veterans and family members or significant others in support of the Veterans' treatment.
  • Gives advice, guidance, emotional support and other assistance and provides individual and group counseling services as well as crisis management services needed to maintain the Veteran safely in his or her residence.
  • Provides training to students, residents, interns, and fellows from other disciplines and conducts formal workshops and classes for staff.
  • Serves as a mentor to other mental health staff, particularly those at the entry level, and when appropriate, provides clinical supervision for unlicensed social workers and for social work associates.
  • Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 7:30am to 4pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2024.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure.)
  • English Language: Must be proficient in spoken and written English
  • Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
  • Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
  • Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
  • If an employee who was retained in an occupation listed in 38 U.S.C. ยง 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations: Supervisory Social Worker, GS-12
  • Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Preferred Experience: Those candidates with experience as a Team Leader or Supervisor, as well as experience with vulnerable population such as Homeless Veterans, are highly preferred.

Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the applicant or others. Position requires walking throughout the clinic and the Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.

Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
