As an Education Program Specialist (State Lead), GS-1720-12, you will be responsible for the following:

  • Supporting programs funded by the Individuals with Disabilities Education Act (IDEA) for Part B or Part C programs for infants, toddlers, children and youth and/or adults with disabilities and their families with special needs.
  • Researching and developing new and revised regulations, program guidelines, and strategies for achieving overall objectives including such areas as: procurement, competitive selection, grant review, and on-site monitoring.
  • Advising managers on important aspects of program operations and interprets program requirements, criteria, rules and regulations to assist in resolving controversies and/or settling issues with the potential for significant policy impact.
  • Handling operational aspects of the program, providing coordination and leadership where necessary to other members of the staff and/or representatives from other organizations. Initiating, planning, and providing leadership for national, state and local meetings, seminars, and conferences for the purpose of providing training on major program activities.

As an Education Program Specialist (State Lead), GS-1720-13, you will be responsible for the following:

  • Serving as a State Contact and administers or supports programs funded by the Individuals with Disabilities Education Act (IDEA) for Part B or Part C programs for infants, toddlers, children and youth and/or adults with disabilities and their families with special needs.
  • Providing substantial input into the development of objectives, policies, and long-range work priorities for the program unit to which assigned. Providing broad levels of advice to managers in virtually all aspects of the program and activities related to it.
  • Providing authoritative leadership and guidance for important special projects that have a bearing on the direction and operation of the organizational unit. These projects may require a significant level of integration with the objectives and functions of other organizational units as well as high levels of demonstrated programmatic expertise.

Conditions of Employment

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

Minimum Qualification Requirements


You may meet the minimum qualifications for the GS-12, if you possess the specialized experience.
Specialized Experience for the GS-12:  One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience reviewing and analyzing or supporting the review and analysis of special education data to provide technical assistance on system change plans to improve outcomes for children with disabilities.
2. Experience supporting a specialist that manages, monitors or advises on a program at the federal, state, district level or institution of higher education in the field of special education.
3.  Experience presenting at a meeting or conference on special education practices related to infants, toddlers, children, you and/or adults with disabilities and their families.


Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

       1. Knowledge of legislative and regulatory provisions of Part B and/or Part C of the IDEA.

       2. Skills implementing early intervention services for infants and toddlers with disabilities and their families or special education and related services for children and youth with disabilities.

       3. Knowledge of education theories, principles and practices and the roles of the federal, state, and local governments sufficient to plan, evaluate, and advise on funded educational programs, their requirements and problem

You may meet the minimum qualifications for the GS-13, if you possess the specialized experience.

Education

Basic Requirements for the GS-12/13:

Applicant must meet both specialized experience and basic requirement.

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Education cannot be substituted for experience for this position and grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

You will be rated as ineligible if your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements. 

          2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials, the responses on the application questionnaire, and the result of the Monster Competency Based Assessment(s) required for this position. You will be assessed on the following competencies. 

Non-Supervisory: Oral Communications, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management 

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.
