Duties

The Chief Artificial Intelligence Officer (CAIO) holds primary responsibility for coordinating the Department's use of Al, promoting Al innovation, and managing risks from the use of Al. The CAIO performs these duties in partnership with other Departmental officials, while reporting to the Office of the Chief Information Officer (CIO) and receiving direction from the CIO organization and the Office of the Assistant Secretary for Research and Technology.

The CAIO will:

  • Develop and promote the Department's plan for coordinating agency Al use, promote agency Al innovation, and manage agency Al risk.
  • Receive direction from the CIO organization and the Research & Technology organization to advise senior agency leaders, including the Chief Information Officer, the Assistant Secretary for Research & Technology, the Chief Financial Officer and the Chief Human Capital Officer on the production use, research objectives, resource requirements, and workforce skills necessary for applying Al to the Department's mission while adequately managing risks.
  • Coordinate Departmental participation in interagency coordination bodies related to the Department's Al activities, including representing the Department on the Federal CAIO Council.
  • Manage a program that supports the Department in identifying and managing risks from the use of Al, especially for safety impacting and rights-impacting Al, work with relevant senior officials to establish or update processes to measure, monitor, and evaluate the ongoing performance of agency Al applications and whether they are achieving their intended objectives.
  • Oversee agency compliance with requirements to manage risks from the use of Al as established in relevant law and policy, including the conduct of risk assessments, as necessary, of Al applications or use cases to ensure compliance.

CONDITIONS OF EMPLOYMENT:

  • SECURITY CLEARANCE: SCI/Top Secret clearance is required for this position.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • DRUG TESTING: Varies by position. Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization will depend on budget approval.
  • DEU/PROBATIONARY PERIOD: You may have to complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the SL-00, you must have at least one year of specialized experience equal or equivalent to the GS-15, it must include experience:

  • overseeing and coordinating efforts of an artificial intelligence program or innovative information technology program for an organization, including assessing appropriate risk management considerations; and building secure, innovative, and ethical artificial intelligence use cases; AND
  • overseeing process improvement, strategic planning, project management, and change management techniques for an artificial intelligence program; to include advocating for and introducing artificial intelligence and innovation; and enabling roles and technology platforms in an organization.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Knowledge
  • Program Management
  • Communication
