The incumbent Deputy Assistant Administrator (DAA) manages programs that address high-profile initiatives related to LAC's priorities, such as addressing migration, democratic principles, and climate change, among others. In this respect, the incumbent advises Agency and Bureau senior leadership on LAC programs and initiatives and the appropriate methods and techniques to achieve goals and objectives. The incumbent is responsible for planning, directing, and supervising assigned sections of the Bureau.

Serves as an advisor to the AA/LAC on policies and issues with respect to programs, resources, and systems within the assigned area of responsibility. Counsels senior leaders and officials at multiple levels of USAID, senior staff of other Federal, state and local government agencies, and private sector clients and vendors on agency matters.

Provides expert advice and guidance to Office and Missions Directors in the formulation of LAC priorities and subsequent strategic oversight of programs. Conceives, develops, plans and implements programs to address high-profile initiatives affecting LAC region across offices, Missions and other Bureaus within the Agency.

Has overall responsibility, as well as delegated authority, for the oversight and administration of highly complex programs within USAID. Primarily responsible for the direction and management of large-scale operations to efficiently achieve specified goals and objectives. Evaluates current and proposed programs and operations within assigned responsibilities and recommends actions to initiative, modify, or discontinue projects as needed based on Agency and Bureau priorities.

Establishes and maintains effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, executives of major corporations, and distinguished members of the public. Serves as a principal representative with other elements of USAID, the Department of State, other U.S. government entities, and foreign government entities, and foreign government and international agencies and organizations.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

**If you can claim Noncompetitive status-you are a current or reinstatement eligible Career SES or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM's Qualifications Review Board (QRB)-you are not required to respond to the ECQs. However, you MUST submit supplemental statements addressing all mandatory TQs. Current and reinstatement eligible SES must include with your application a copy of your SF-50, Notification of Personnel Action, documenting your SES Career Appointment. CDP graduates must include a copy of your OPM CDP graduation certificate or other proof that your ECQs have been QRB certified.**

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.

ECQ 5 - BUILDING COALITIONS

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

TECHNICAL QUALIFICATIONS - MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 - Expertise and Knowledge of the Latin America and Caribbean region - The ability to apply regional expertise to priorities and programs defining the international development policies of the U.S. government (USG) across the Latin America and the Caribbean region, including strategic development, strategic resource allocation, planning, implementation and oversight of programs. Represent the Agency at internal and external forums and guide senior leaders and other stakeholders on complex policies and priorities. Provides counsel to senior leaders and other officials internal and external to an agency.

TQ2 - Initiative and Program Leadership - The ability to conceive, develop, plan, and implement high-profile initiatives and programs to address complex development and humanitarian assistance needs, such as migration, democratic backsliding, and climate change, among others. Develop and lead related communications plans and outreach to key stakeholders.
