Help
  • Responsible for direction of the Programs Support Division, providing services to the MSC in establishing program controls and data visualization of the Civil Works portfolio.
  • Support the day-to-day management, scheduling, and budgeting of a variety of programs using available Automated Information Systems (AIS) and established Project Delivery Business Processes (PDBP).
  • Perform duties in support of program and project management, controls, coordination and execution of assigned programs and projects.
  • Respond to inquiries from HQ USACE, MSCs, other Federal agencies, Members and Committees of Congress, and non-Federal agencies and interests on policies, practices, decisions, and execution status specific to managed appropriation(s) or program(s).
  • Serve as subject matter expert on program(s) managed, advising senior leaders and other elements on matters that have high visibility, short suspense, and sensitive nature.

This is a Temporary Promotion Opportunity:
This is a temporary promotion opportunity for Current Army Employees. Position may be filled as a Temporary Promotion NTE 1 year. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition. Or Position may be filled as a Reassignment/Change to Lower Grade to positions at the same, or higher grade, on a temporary basis. Return Rights will be negotiated prior to EOD.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

Specialized Experience:

One year of specialized experience which includes: 1) Administering a Civil Works program for an organization; AND 2) Managing a funding program, such as budget development and defense, resource allocation or execution of a budget; AND 3) Evaluating project delivery processes using an automated information system.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
