Help

The Chief Administrative Officer performs the following major duties:

  • Responsible for directing and executing administrative program, supply, maintenance, facilities, and Human Resources/workforce requirement areas for OCIO. Advises the CIO on matters relating to manpower, personnel, training, budget, contracting, IT asset management, office space allocation, procurement, and special projects and studies.
  • Assists operating managers in implementing actions designed to improve administrative operations or resources. Provides expert advice and technical assistance to managers and supervisors in a wide variety of administrative program areas such as budget, human resources, property management, inventory, and space management.
  • Identifies and develops methods to resolve organizational administrative problems or cope with issues which directly affect the accomplishment of OCIO program goals and objectives. Serves as an expert on the development and implementation of major administrative policies and requirements for OCIO programs.
  • Conducts comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them.
  • Reviews past work histories and known future requirements and determines future resource requirements of the organization, estimating short­ and long range personnel, budgetary, space, and equipment needs. Recommends staffing patterns based on workloads and fiscal limitations.
  • Exercises supervision over 5 positions, up to FP-2 level. Ensures application of policies, procedures, and regulations; makes decisions, and issues instructions to the subordinate team. Supervisory duties include approving and deciding on personnel actions, makes selections on key positions; hears and decides on group grievances and initiates requests for disciplinary measures.
  • Demonstrates consistent emphasis on equal opportunity, affirmative action, and avoidance of discrimination in employee selection, promotion, training, and other personnel activities and actions.

  • This is a bargaining unit position.
  • A one-year probationary period is required.

Qualifications

Specialized Experience:

This vacancy is being announced at 1 (one) Grade Level:

FP-02, which is equivalent to a GS-14

Qualifying experience for the FP-02 (GS-14), level includes one year of specialized experience at least equivalent to the FP-03 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as: Experience Directing and executing administrative program, supply, maintenance, facilities, and Human Resources/workforce requirement areas for OCIO. Advises the CIO on matters relating to manpower, personnel, training, budget, contracting, IT asset management, office space allocation, procurement, and special projects and studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service at the FP-03 (GS-13) grade level.

Time-in-Grade Requirements: Internal applicants and current Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying FP-03 OR GS-13).

Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade.

There is no educational substitution at this grade level.

Intelligence Background Information:

Peace Corps Manual Section 611 is applicable to this position:

  • This prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years.
  • If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.
