Help

As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
Apply a full range of targeting methodologies, tools, and approaches to gain a comprehensive understanding of complex analytic issues and incorporate insights and finding into well-crafted, sophisticated intelligence products.

- Plan and coordinate the preparation of multi-disciplinary targeting analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities.

- Independently conduct research using all sources of information and seek access to information and databases to focus DCSA CI targeting and collections on the detection of foreign intelligence entities targeting classified or sensitive DoD technology or information.

- Serve as the link between DCSA CI Special Agents and strategic intelligence and counterintelligence agencies by identifying and building target packages/leads that initiate CI investigations and operations.

- Provides expert advice on the development of new CI targeting and collection methods and approaches to enhance support to CI, personnel security or industrial security activities.

-Assist in the review and evaluation of field reporting, such as Suspicious Contact Reports, for the development of target packages/leads, employing analytic methods and analytical tradecraft in accordance with Intelligence Community Directive 203.

- Prepare significant case summaries and information briefings for senior DCSA and DoD intelligence officials

  • Successful completion of DIA’s Intelligence Analyst Course” and “Targeting Analysis Process and Prioritization Course”; JCITA’s “Analytical Support to CI Functions Course,” or equivalent military or civilian analysis training highly desired.
  • Successful completion of DIA’s Intelligence Collection Managers Course, JCITA’s “Advanced CI Collection Course,” or equivalent military or civilian collections training highly desired.
  • Or successful completion of either DIA’s Intelligence Collection Managers Course or JCITA’s “Advanced CI Collection Course within 12 months of start date with DCSA.
  • Must be certified or have possessed CI Special Agent credentials from a Defense Agency or Military Service; or must be able to successfully complete JCITA’s Defense Counterintelligence Agent Course (DCAC) within 24 months of start date with DCSA

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

  • Utilizing concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, and related disciplines;
  • Applying terminology, methodology, and intelligence gathering techniques, and research and analytical techniques as applied to complex assignments in CI analysis and CI targeting;
  • Conducting collection management and intelligence collection requirement databases, such as CHROME and CRATE; Communicating complex ideas orally and in writing to senior officials;
  • Conducting liaison with U.S. intelligence, counterintelligence, and law enforcement agencies.

Specifically you will be evaluated on the following competencies:

1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

2. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

3. Customer Operations and Requirements- Applies knowledge of relevant customer organizations or operations (e.g., military, policy-makers, and law enforcement), including how to translate requirements to provide appropriate output or response to meet customer needs.

4. Collection Operations -Develops and demonstrates operational knowledge of capabilities and accesses of the collection disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Executes collection using appropriate collection strategies and within the priorities established through the collection management process.

5. Counterintelligence- Support activities that protect against espionage, other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations or persons, or terrorist activities.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
