Summary

You will serve as a Human Resources Specialist (Recruitment and Placement) for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD). This position provides staffing, recruitment, and placement activities for a variety of positions in the competitive service and excepted service.

Help

As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-11, some of your typical work assignments may include:

  • Perform staffing, recruitment, and placement activities.
  • Analyze applications and makes basic qualifications determinations.
  • Provide technical advice and assistance on payroll, Human Resources (HR), onboarding, hiring management and HR record keeping systems.
  • Provide advice on general HR program, policies, regulatory, requirements, and procedures.
  • Advise management and employees on work schedules and hours of work requirements and flexibilities including alternative work schedules, premium pay entitlements and other special pay provisions.
  • Utilize a variety of electronic systems to gather, organize, maintain and report data and information.
IMPORTANT NOTES:
  • This is a remote position. Your primary residence is considered your official duty station.
  • Selectees residing within the local commuting areas (within 50 miles) of and SBA office in the following cities Atlanta, GA Buffalo, NY, Herndon, VA, Fort Worth, TX and Citrus Heights, CA may be required to report to an SBA office based on the work demands determined by the level of disaster activity.
  • This is a Term Appointment, which is a Competitive service position and does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment up to 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
  • If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay intermittent work schedule until the next event necessitates additional staff.
  • However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
  • The salary range above reflects the Rest of the United States (RUS) locality salary. Locality Pay may be added based on the location of the employee's residence.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.

Qualifications

Experience:

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:
  • Researching, interpreting, and applying appropriate laws, regulations, policies and/or guidelines in the area of recruitment and placement (staffing) and,
  • Responding orally to a variety of staffing and/or recruiting areas of interest/concern from internal and external customers; and
  • Responding in writing to a variety of staffing and/or recruiting areas of interest/concern from internal and external customers; and
  • Using Human Resources Information Systems (HRIS) to gather, maintain, and report data.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience for this position.

GS-11: Ph.D or equivalent doctoral degree, in a related field, from an accredited college or university or three full years (54 semester hours or equivalent) of progressively higher-level graduate education leading to such a degree in a related field.

GS-11: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
