Summary

As an Instructional Systems Specialist at the GS-1750-11/12, you will be part of HRS Leadership Development, Office of Personnel Management. If selected, you will be responsible for providing web-based human capital performance learning and performance ecosystem tools, and learning content development, learning support to agencies, technical and academic support for training, strategic planning, and analysis in support of agency training goals.

Help

Typical duties include:

  • Serves as authoritative consultant and troubleshooter; plans, develops, and evaluates experimental programs.
  • Design, develop and conduct training needs assessments to determine requirements for existing or new instructional Systems.
  • Provides support for training and education contract vendor evaluation panels. May serve as technical evaluation panel chair as required.
  • May be required to perform as a contracting officer of record (COR) or assistant (ACOR) in support of training and education
    contract(s).
  • Reviews contractor deliverables, performs QASP functions including evaluation of training plans, storyboards and interim products used in the development of training products, training objectives, training development project plans, instructional media development plans, serious game development and strategies, informal media development and reviews final SCORM and other deliverables.

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification/Specialized Experience requirements as noted below.

Basic Requirement:
You must have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. The course work must have included study in at least four of the five following areas:1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

AND

Minimum Qualifications:
GS-11: For the You qualify for the GS-11 grade level if you possess one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing ALL the following duties:

  1. Researching new technologies and techniques to develop applications for learning and instruction; AND
  2. Supporting contract management in support of training and education contracts; AND
  3. Documenting training products in support of adult learning; AND
  4. Coordinating with internal stakeholders on special projects involving learning, instructional, and assessment programs and projects

OR

Have successfully completed a Ph.D. or equivalent doctoral degree OR successfully completed three full years (54 semester hours or equivalent) of progressively higher-level graduate education leading to such degree or LL.M., if related. NOTE: A copy of your transcripts must be included with your application to support this response.


OR

Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 36 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.)

Specialized Experience:
GS-12: You qualify for the GS-12 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties:
  1. Evaluating new technologies and techniques to develop applications for learning and instruction; AND
  2. Evaluating vendor proposals to ensure technical compliance with customer requirements; AND
  3. Developing complete, full-length courses in an established area; AND
  4. Coordinating with internal stakeholders on special projects involving learning, instructional, and assessment programs and projects.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
For the GS-11:
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
For the GS-12: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
