Summary

The U.S. Secret Service (USSS) is seeking a dynamic, results oriented executive Deputy Chief Human Capital Officer to manage the agency's human capital policies, programs, systems, and procedures in accordance with federal laws and regulations.

You will deliver and continually improve HR functions/programs in collaboration with operational and line of business executive managers, as well as leverage your managerial HR experience to bring best practices to the USSS.

Duties

Help

The primary duties of the Deputy Chief Human Capital Officer include, but are not limited to:
  • Possessing broad and deep federal human capital technical expertise. Demonstrating multi-disciplinary knowledge of the full range of HR programs and services to support the Secret Service's human capital strategic goals. Oversees HR policy development and revisions; assures correct policy and regulatory interpretations on the part of subordinate officials; is accountable for the effective functioning and coordination of programs under his/her authority.
  • Plans, directs, and leads the human capital team in delivering data driven human capital solutions that improve talent management strategies and organizational performance. Strategically leads and directs the research, development, implementation, validation, and maintenance of effective and innovative human capital tools for the selection, promotion, career development and organizational effectiveness of a quality workforce. Directs the implementation of effective HR solutions designed to drive and affect change.
  • Develops effective talent acquisition and talent development measures to recruit, hire, develop, and retain a diverse and high performing workforce with strategic competencies for mission critical occupations. Ensures the alignment of workforce staffing models and skill development to compliment the evolution of mission responsibilities across all functional areas of agency operations. Leverages technology and works across lines of business to generate creative solutions that support recruitment, hiring, and standards of merit promotion.
  • Provides executive leadership and oversight in operations and administrative management matters such as directing the development and implementation of human capital policy and procedures and management of budget and staffing resource management.
  • Leads change by managing people and processes including engaging with stakeholders to create or enhance human capital systems and process improvement. Serves as a mentor or coach to human capital professionals within the Office of Human Resources serving as a strategic partner and providing technical and professional guidance.
  • Implements innovative techniques, technology, and business strategies to assess and improve organizational practices, policies, and procedures for increased effectiveness, to promote operational diversity, and to drive change necessary for effective mission accomplishment.

Successfully complete a one-year probationary period in the SES, unless you are exempt based on previous successful completion of such probation.

File an Executive Branch Personnel Public Financial Disclosure Report in accordance with the Ethics in Government Act of 1978 within 30 days after appointment.

Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret Clearance as a condition of placement in this position.

Mobility Requirement: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed, SES members will be required to sign a mobility agreement and may be reassigned at the direction of the appointing authority.

OTHER REQUIREMENTS:

Drug Testing: You must submit to a drug test prior to your appointment and random drug testing while you occupy the position.

Selective Service: If you are a male born after December 31, 1959, and selected for this position, you must certify that you have registered with the Selective Service System or are exempt from having to do so under Selective Service law.

Qualifications

(1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

If your resume does not include these basic qualifications, you will not be determined qualified for this position.

(2) EXECUTIVE CORE QUALIFICATIONS: The fundamental competencies within the following five Executive Core Qualifications (ECQ) are also a part of the selection criteria for SES positions. We recommend that your resume emphasize your level of responsibilities, the scope, complexity, and budget of programs managed, and your program accomplishments, including the results of your actions. For this vacancy announcement, no separate supplemental ECQ documentation is required. Your resume must incorporate each of the following ECQs:

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) MANDATORY TECHNICAL QUALIFICATIONS (MTQ):
Current or former SES members and CDP-certified applicants may omit the ECQs from their application package. However, all applicants must submit narrative responses for the MTQs listed below.

MTQ1. Demonstrated leadership experience that reflects the mastery of human capital management principles for a large, fast paced, complex organization which covers the full spectrum of a federal human capital management program, covering at least four (4) of the following human capital program areas: staffing, classification, labor and employee relations, benefits, payroll, work life programs, policy and accountability, executive services, talent development, human capital information systems, and human capital assessments.

MTQ2. Demonstrated leadership experience assisting supervisors and managers in leadership/management development, such as conflict management, emotional intelligence, and conducting difficult conversations, by providing training and development opportunities, as well as through daily interactions and coaching.

MTQ3. Demonstrated experience transforming organizational processes to meet mission needs. This includes assessing programs, procedures, protocol, and organizational climate to implement innovative solutions necessary to make organizational improvements, ranging from incremental improvements to major shifts in direction or approach, as appropriate.
