The VA Health Eligibility Center (HEC) is VHA's authoritative source for enrollment and eligibility activities that support the delivery of VA health care benefits and is responsible for ensuring the integrity of VA's enrollment system.

Help

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

  • Serves Veterans by answering questions, providing information, and assisting with the application process. Upon completion of application process, Veterans may require additional guidance to other available benefits (i.e., Hardship Waiver, Compromise etc.) to ensure eligible status.
  • Reviews benefit applications for completeness and analyzes various types of legal, financial, and military documents, etc., provided by Veterans and/or their designees. Information may include military discharge documents, military service data, power of attorney, death certificates, etc.
  • Documents are assessed to verify authenticity and to ensure they meet legal requirements to be accepted as evidence.
  • Notifies Veterans' and/or their designees of incomplete or missing information via the telephone or by generating a standard letter which can be edited by the incumbent.
  • Processes requests to update Veterans' personal, eligibility and enrollment information by entering the information into the Enrollment System and transmits updates to VHA facilities involved in the Veteran's care.
  • Counsels Veterans and their representatives regarding the outcome of the case development process to ensure that eligibility for VA benefits and services are thoroughly explained.
  • Prepares written responses on a broad spectrum of inquiries, from internal and external customers by recognizing issues, topics, or problems.
  • Prepares, composes, or reviews correspondence developed for obtaining or supplying information.
  • Performs second level quality reviews on all eligibility cases, nationwide, determined to be ineligible for healthcare benefits by VA Medical Center enrollment staff.
  • Reviews actions taken, researches all regulations to review the circumstances that could substantiate, enhance, or restore benefits.
  • Performs all duties as assigned.

Qualifications

For GS-7:
Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

  1. Rank in the upper one-third of your class in the college, university or major subdivision.
  2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
  3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all two years of undergraduate study.

OR

Graduate Education: Possess at least one full year of graduate level study, or possess a master's or higher degree in a field that provided the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

OR

Specialized Experience: Possess at least one year of work experience in possessing of basic legal principles and concepts in the application of laws, regulations, precedents, and practices in the process of adjudicating cases for patient's enrollment and eligibility purposes and equivalent to the GS-5 in Federal service.

OR

Combining Education and Experience: Possess a combination of the education and experience as described above for GS-7. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. (TRANSCRIPTS REQUIRED)

Additional information

Salary is based on OPM's Rest of the US GS pay scale. Salary may increase based upon selected employee's duty location.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
