Help

As a IT Specialist (INFOSEC), GS-2210-14, your typical work assignments may include:

Identity Systems SME

  • Perform highly complex IT work primarily involving design, development, engineering, testing, and evaluating of information security/cybersecurity activities (e.g., identity data and systems safeguards, detection, investigation, mitigation, and threat reduction controls) throughout the development lifecycle testing, implementation, deployment, and maintenance of identity ecosystems related to information security, information assurance and cloud infrastructure hardware and software.
  • Serves as an authoritative subject matter expert on identity attributes and characteristics, correlations, managing and leading multiple high-complex, and innovative cybersecurity projects and initiative to improve DHS Identity, Credential, and Access Management (ICAM) overall ability to securely share identity data that cuts across numerous domain boundaries and detect, mitigate, investigate, and prevent misuse of identity data.
  • Provides technical expertise in cybersecurity and identity management systems to support person and non-person entities. Consult with or advise other DHS Components and governments agencies with respect to internal and external use of identities with on premises and Software as a Service solutions to improve the overall lifecycle management of an established identity.
Project Experience
  • Plans, develops, engineers, and execute Intra/Inter agency-wide Identity systems related to secure integrations, collections, and protections of identity data with ICAM projects that transforms the way work is more efficiently accomplished. Determines the size, skills, and roles necessary for teams to deliver products and identifies appropriate key members.
  • Provides expert technical advice, leadership, and direction on all assigned identity lifecycle management related initiatives for the improvement of DHS ICAM program operations. Determines project objectives, set priorities, and identifies opportunities for improvements in securing, sharing, synchronizing, and managing identity data practices.
Technical Expertise
  • Provides technical expertise in the design, development, engineering, and deployment of identity systems for person and non-person entities related to cybersecurity, zero trust, and cloud-based identity data management solutions leveraging current and emerging technologies, standards, and best practices. Mentors team members, as necessary, evaluates and improves team guidelines, and establishes and/or ensures compliance with regulations, policies, and standards.
  • Plans, develops, engineers, and executes multi-agency scale identity lifecycle management related cybersecurity and cloud-based identity data sharing and synchronizing projects that modernize the manner in which ICAM identity management is accomplished.
Relationship Management
  • Serves as a liaison establishing and maintaining mutual understanding and cooperation with high-ranking stakeholders within DHS and other agencies to convey information regarding identity lifecycle management cybersecurity and cloud-based data sharing and synchronizing integration activities, policies, and goals. Clarify business requirements into technical requirements related to identity operations and procedures; and interpret directives as needed.

Qualifications

NDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicants must possess IT-related experience demonstrating each of the four (4) competencies listed below:

SPECIALIZED EXPERIENCE
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
  • Evaluating, utilizing, applying, and enhancing strategies for identity attributes.
  • Integrating and redressing workflows.
  • Assessing or mitigating identity data leaks and exfiltration.
  • Utilizing artificial intelligence (AI) and machine learning (ML) for identity data analysis and data mining techniques.
  • Developing identity management systems relating to cybersecurity, federations, and cloud-based identity lifecycle management.
