Summary

Duties

Help

  • Facility Operations duties, in combination with Information (program) Analysis duties. This position serves as the Project Manager for Operational and Maintenance, Janitorial, Commercial Facilities Management, and other recurring service contracts at owned and leased facilities.

  • Analyzes data and/or complex management processes to determine if there are improvements that can be made for enhanced internal and/or external customer satisfaction in relation to how accessible and/or usable agency business information systems are in capturing diverse program data, to recommend systems upgrades and to ensure data security. Reviews the processing and input of programmatic and management information into one or more agency business information systems databases.
  • Develops and approves property management policies, programs, directives and regulations for implementation throughout field/service center locations. Evaluates ongoing property management programs and activities; identifies needs for improvements and changes, and develops and implements plans to improve operations and adjust to changing requirements. Evaluates organizational performance and specific operational activities such as reimbursable work, concessions, cleaning inspections, mechanical maintenance, service call performance and management etc. Directs necessary change.
  • When serving as Contracting Officer's Representative (COR) Duties. Maintains files, and contract documents in support of all inspections and contract oversight responsibilities. Ensures that accurate suitability clearances for contract personnel are obtained and forwarded to the Federal Protective Service/Department of Homeland Security. Forms for the security clearance are constantly changing, required to ensure currency of all documents prepared.

The GS-12 salary range starts at $86,962 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.  Specialized experience is experience managing large office buildings including buildings and space delegated to other entities. Such experience must reflect responsibility for coordinating tasks and assignments; improving customer and client satisfaction; preparing service contracts, and/or the development of maintenance programs for buildings; evaluating and monitoring building management operations including custodial, recycling, energy and environmental management, and mechanical maintenance programs; utilizing quantitative and qualitative techniques to gather, analyze and report data to measure programs relating to facility operations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of operating procedures, administrative requirements and levels and types of service related to grounds maintenance, cleaning and concessions programs. Specialized program knowledge of building management operations, to include mechanical, preventive and building maintenance; elevators; operations and energy conservation; sustainability; custodial management; recycling; art and historic preservation; space alterations; safety, security and environmental management and concessions.

  • Knowledge of property management principles, concepts and practices as well as an understanding of building tenants and customer agencies’ needs, requirements and customer satisfaction drivers to develop options and solutions to provide quality building services that optimize the building’s ability to support the customer’s mission needs. Knowledge and understanding of business systems, varied software applications and qualitative and quantitative data gathering and analysis techniques and methodologies to perform systems and data management and analysis roles and to determine ways to improve systems effectiveness and efficiencies. Skill in interpersonal relations and in written and oral communications to explain and implement business systems and data management decisions and practices.

  • Knowledge of qualitative and quantitative methods and techniques to analyze and assess the efficiency and effectiveness of building operations and programs. Knowledge of related business practices, national, state and local building codes, and industry facility management standards.

  • Knowledge of contract administration, procurement regulations, procedures, and practices together with a technical knowledge of occupancy management and small project policies and processes; knowledge of various concessions activities; and knowledge of heating, air conditioning, construction, and general building maintenance. Knowledge and ability to interpret contract specifications, and to perform recurring inspections, review contractor performance and to evaluate and document quality of services provided

  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
