This position is an Information Technology (IT) Specialist (Applications Software) responsible for applying knowledge of IT principles, concepts, and methods to design, test and implement new and existing software applications used by Air Traffic Organization (ATO) safety tools, such as the Safety Management Tracking System and Compliance Verification Tool. The Specialist performs multiple, varying and complex assignments to evaluate and integrate new applications software technologies under the limited direction of the project/ program manager. This work directly impacts the safety of the National Airspace System (NAS).

The Specialist applies experience and advanced technical knowledge of applications software to translate systems requirements into applications prototypes. Uses web/database design code and general-purpose scripting languages, such as JavaScript and Hypertext Preprocessor (PHP), to troubleshoot, diagnose, correct and resolve complex user reported problems in the Comprehensive Electronic Data Analysis and Reporting (CEDAR) tool and its components. The Specialist works with service units throughout the ATO to analyze and refine systems requirements designed to implement solutions to diverse, complex problems involving user interfaces and output media formats.

As a contributing specialist, this position serves on project teams to evaluate software and systems quality and functionality. The Specialist provides guidance to lower-level technical staff on how to solve difficult technical issues. The Specialist applies experience using web development and interface design infrastructure applications such as Cascading Style Sheets (CSS) to design user interfaces to write, debug and maintain code. The Specialist uses version control services such as "git hub" to promote code changes to the CEDAR production environment. Assists in the writing and maintaining of program documentation and user manuals to document the processes and procedures used to enhance existing automation platforms.

Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Contacts are internal and external to the Directorate. The Specialist may act as a key technical point of contact for new software applications. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.

Although established policies and procedures provide guidance for most assignments, the Specialist is allowed considerable discretion to select the most appropriate approach or to recommend new approaches. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. The Team Manager reviews work periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is defined as:

Experience using version control services to promote code changes.

Experience using interface design infrastructure applications to design user interfaces to write, debug and maintain code.
