Summary

DCSA is seeking a qualified CI professional to serve as the Regional Collection Manager. In this role you will plan, develop, establish, and execute a region CI collection plan against FIE efforts to acquire classified and sensitive information or defense technology from cleared industry. This is a great opportunity for those with supervisory experience in the CI/collections field and a broad experience in CI collections, reporting, and knowledge of foreign intelligence entities tradecraft.

As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:

This position is located within the Eastern Region CI Office, Field Operations Directorate, DCSA, DoD. As a Supervisor Intelligence Operations Specialist you will be responsible for the following duties:

  • Serve as a Supervisory Intelligence Operation Specialist (hereafter referred to as Regional Collection Manager) providing technical expertise, consulting and advisory services on CI matters and related disciplines in support of the CI Region Mission Director.
  • Lead and supervise a team comprised of GG-13 CI Special Agents, Collection Management Officers, and contract intelligence analysts.
  • Plan, direct, develop, implement, and evaluate CI collections and CI functional services activities of assigned personnel.
  • Plan, develop, and execute CI regional collection plan against FIE efforts to acquire classified and sensitive information or defense technology from cleared industry.
  • Conduct training to educate CI Special Agents and OGA partners on new DCSA CI collection requirements, priorities, policies, procedures, and best practices while facilitating synchronization of efforts amongst multiple agencies and intelligence disciplines.
  • Represent DCSA CI Region Mission Director at multi-agency local and regional CI and counter-proliferation (CP) related working groups across the AOR.
  • Maintain continuous liaison with law enforcement (LE) and Intelligence Community (IC) supervisory special agents, Defense Intelligence Officers, National Intelligence Officers, senior intelligence analysts, senior collection managers, and senior reports officers to exchange information and coordinate national-level CI collection activities, especially in support of Intelligence Community requirements.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

  • Counterintelligence and operations cycle, requirements management, collection management, and asset management;
  • Concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, human collection, and related disciplines;
  • Terminology, methodology, and intelligence collection techniques;
  • Communicate complex ideas orally and in writing, as well as the ability to gain acceptance of or agreement on controversial recommendations arising from CI activities.

Specifically you will be evaluated on the following competencies:
1. Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.

2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

3. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

4. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
