Duties

Help

The purpose of this position is to serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. Serves as a Human Resources advisor and technical specialist for one specific HR specialty. Duties

  • Responsible for the human resources management of employees dispersed throughout the state, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and state pay schedules. In the absence of the HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities.

  • Establishes and ensures implementation of procedures for the administration of the merit placement and promotion plan and other employment tools to include key staff policy and procedures for recruitment, placement, evaluation, and pay determination

  • Serves as the organizational point of contact and liaison with the Force Support Squadron (FSS). Assists in administering and monitoring personnel resource requirements.

  • The position classification and management program includes: position reviews; timely forwarding of appeals with appropriate substantiation; timely implementation of classification packages; publication and implementation of a position management plan; training for supervisors and managers; random desk auditing of positions to verify PD accuracy and classification of the position; preparation and classification of local amendments to PDs, statements of difference for recruiting and local exception position descriptions; and monitoring human resources assignments to assure military compatibility

  • Reviews products from Military Personnel Section, validates status and briefs members. Works with commanders and personnel to resolve discrepancies and ensures the accuracy of data. Routinely crosschecks data between military personnel data system and source documents for record accuracy. Creates, interprets, and audit management assessment products and transaction registers and identifies mismatches. Prepares and processes Article 15s, letters of reprimand, investigation reports, unfavorable information files, involuntary demotions, and separation actions. Tracks and updates duty status changes, and accountable for duty status reporting to include leave, temporary duty, hospitalization, sick in quarters and casualty reporting

  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
  • Participation in direct deposit is mandatory.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

SPECIALIZED EXPERIENCE 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.
