This position is located at the Surface Acquisitions Logistics Center (SALC). The incumbent primarily functions as a Contracting Officer’s Representative (COR), performing work involved with reviewing contract deliverables requirements list products, drafting technical repair and maintenance specifications, collecting, analyzing, interpreting, specialized information about electrical, propulsion and auxiliary machinery systems, and providing such information through advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Functions also include Maintenance/Provisioning work involved in developing or revising equipment maintenance programs and providing determination of quantitative allowance requirements for field support. . Knowledge is of the type gained from technical training, education, and experience in lifecycle support functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

- Serving as Senior Equipment Specialist for Coast Guard major Hull, Machinery and Electrical (HM&E) systems under development (new construction) or undergoing various phases of alterations, retrofit or modification.

- Directing and overseeing the work of several lower graded Equipment Specialists, each of whom are responsible for particular electronic components, and systems.

- Determining long-range requirement (quantitative and monetary) and initial distribution plans for assigned equipment and systems.

- Performing the following Program Manager functions: monitors provisioning requirements and time schedules relating to the contract terms; delivery of end items; insurance items; long lead time items and system stock requirements to initially support a system prior to turning over to the sustainment product lines; establishes criteria for source selection for spares and replacement items, maintenance levels, etc.

- Reviewing and analyzing data and items within the Provisioning Technical Documentation (PTD) packages as it relates to: interchangeability or substitution; NSNs pre-screened in a PTD and associated management data: tolerance factor of special equipment components; item reduction and standardization; registration coding; inventory consolidation; long lead time items; support items; calculates range and depth; and Proprietary issues; Rights to data issues; and Multiple Sources of Supply.

- Preparing all required documentation pertaining to the PTD process, which includes the PTD acceptance or rejection letter; Item Entry Proposals (IEP), SSR registration forms; Provisioned Items Order (PIO) lists; NSN change card submissions, and procurement continuation sheets and procurement requests.

- Monitoring the Provisioning Supply Program to ensure (a) that the command support posture is maintained in accordance with predetermined time-frames; and recommends alternative command actions to ensure the timeliness of work schedules of the program; and (b) that there is compliance with all regulations, specifications, and Coast Guard logistic/provisioning policies.

Qualifications

QUALIFICATIONS FOR GS-12: Candidates must have at least 1 full year of experience equivalent to at least the GS-11 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of equipment.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

The incumbent will be required to complete Specialized Training within 1 - 2 years that includes:

  • Successful completion of Naval Sea Systems Command’s Level 2 Classic Reliability
    Centered Maintenance (RCM) class for Maintenance Requirement Developers.
  • Successful completion of Contracting Officers Technical Representative training in
    accordance with the DHS Management Directive (MD 0780.1)
