Duties

Help
  • Serves as an authoritative consultant/expert in the development, management, and implementation of IT project plans to include requirements development, cost, progress and performance schedules.
  • Develops detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
  • Responsible for cost estimating and controls. Reviews contractor deliverables, schedules and technical assessments.
  • Provides leadership, management, direction, or development and advocacy so the organization may effectively conduct cybersecurity work.
  • Applies knowledge of data, information, processes, organizational interactions, skills, and analytical expertise, as well as systems, networks, and information exchange capabilities to manage acquisition programs.
  • Coordinates with senior agency leaders and civilian technical personnel to ensure architecture is compliant with the intent of regulatory policies, communication, software standards and with user requirements.
  • Reviews or conducts audits of information technology (IT) programs and projects.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: Applicants must have IT-related experience demonstrating the following
competencies appropriate to, or above, the level of this position. For vacancies below the
full-performance level of the position, the basic requirement will be evaluated on a developmental
basis. Your resume and work experience should clearly support your ability to meet these
competencies and will be evaluated as part of the entire application process.

Attention to Detail- experience reviewing my own information technology-related work or data and
have been responsible for reviewing the work of others to ensure accuracy, completeness, and
consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and
assessing the current and future information technology needs of customers, and developing or
identifying information technology products or services that are tailored to meet customer needs.
Oral Communication- briefing senior-level management and IT staff on the status of information
technology systems, projects, or daily operations, including the communication of complex technical
information to a non-technical audience.
Problem Solving- identifying alternatives to address unique, highly complex, or sensitive
information technology-related issues. I have anticipated information technology-related problems
and have identified and evaluated potential sources of information to generate alternative
solutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science,
information systems management, mathematics, operations research, statistics, or technology
management or degree that provided a minimum of 24 semester hours in one or
more of the fields identified above and required the development or adaptation of applications,
systems or networks.

Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: One year experience in network and systems design to ensure implementation of appropriate systems security policies. Implementing, maintaining, and conducting analyses of information system (IS), standard security products and associated systems in order to determine overall technical features and standard security protection required for IS and networks. Providing technical assistance and security guidance in the areas of information systems and telecommunications to information systems technicians, managers, and general users.
