Duties

Help

Serves as the ACC Senior Intelligence Officer when required. Advises the Director of Intelligence on substantive intelligence, reconnaissance, and surveillance (ISR) issues, scientific and technical direction, and management of the total mission with a focus on the integration of processes and standards for intelligence analysis and targeting operations. Provides functional expertise in these domains, to include: all matters of tradecraft, methods and standards: Department of Defense (DoD) and intelligence community (IC) information architectures; organization roles and functions across the joint and IC intelligence enterprises; and interaction with command and control, space, electronic combat, information operations, and foreign technology. Serves as the Intelligence Director's senior technical representative to Air Staff, national intelligence agencies, and other policy-level organizations for analysis and targeting. Provides expert analytical input and program advice to the Director and direction to the ACC work force to include developing short, intermediate, and long-range plan options, deciding on or advising the Director on appropriate alternatives to meet changing mission requirements. Maintains awareness of advances in state-of-the-art technology and changes in the international political situation to assure that ACC intelligence programs are technically sound and capable of rapid, flexible response to a dynamic scientific, operational, and political environment. Assesses the significance of new analytic findings and identifies approaches for responsible mission development. Initiates and manages special research and feasibility study efforts to satisfy critical ACC ISR mission requirements and objectives.

Qualifications

QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Comprehensive knowledge and experience to provide substantive intelligence analysis and overall program direction to a variety of programs in state-of-the art intelligence applications including automated intelligence, machine-to-machine learning, and intelligence fusion as applied to current Air Force intelligence and Air Component analytical, targeting, and operations; modernization of Air Force and ACC intelligence fielded technology, training, and tradecraft to support increased unit readiness; and integration of intelligence capabilities with ACC weapon systems to produce timely, decision-quality analysis across the full range of current and future Air Force operations.

2. In-depth knowledge of the US IC, to include roles and functions of organizations at the national, theater, and service level. Incumbent must have experience and familiarity with the intelligence resource management process such as the General Defense Intelligence Program, Consolidated Cryptologic Program, Military Intelligence Program, and the Program Objectives Memorandum. Incumbent must be thoroughly conversant with intelligence collection systems and dissemination architectures, and understand how intelligence is integrated into operational battle management processes; extensive knowledge of worldwide political-military affairs and foreign weapons systems development.

Education

A bachelor's degree from an accredited institution is mandatory. A master's or advanced degree in a technical field related to analysis, targeting, cyber, strategic planning, or program management is highly desired.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical or senior professional qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval.
