Duties

Help
  • You will support the Chief of Staff in providing direction and decision making to maintain the smooth operation of the Activity’s battle rhythm.
  • You will serve as the acting Chief of Staff when required.
  • You will be responsible for the development and justification of a large budget, and will oversee budget execution to ensure DoD obligations and expenditure benchmarks are met.
  • You will plan work to be accomplished by subordinates and initiate ways to improve production or increase the quality of work directed.
  • You will oversee the Contracting Officer’s Representatives (COR) responsible for the facility and two large labor contracts to ensure uniform application of performance expectations.
  • You will collaborate with other Naval Activities and Intelligence Community Agencies to refine requirements, review and/or author Memorandums of Agreement (MOA), and support the timely movement of funding.
  • You will lead the effort to improve and modernize Activity business processes.
  • You will identify and provide developmental training needs for the organization.
  • You will develop and evaluate performance standards for the organization.
  • You will provide advice, counsel, and instruction at all levels to resolve complaints.

  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position is eligible for limited ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Coordinating with the Chief Human Capital Officer, Military Manpower Officer, and Contracting Officer Representatives (COR) for the assimilation of information on hiring status and manpower strategy for all Activity personnel; 2) Coordinating with Activity level stakeholders to develop clear and accurate enterprise level support goals; 3) Providing guidance, resources, and setting priorities on the development of enterprise level business products to ensure effective and timely implementation; 4) Capturing facility requirements to develop a strategic facility plan that anticipates future needs for a command and serving as the senior official for a facility.
