The Office of Strategic Communications supports GSA’s mission through communications that inform, influence, and inspire while successfully managing GSA’s reputation in delivering value to the American people. This is accomplished through establishing trusted partnerships and delivering strategic communications best practices for our employees, partners, customers, and the public.

GS-09 Duties:

Assists in designing and producing two and three-dimensional still and motion graphics and artwork for use in digital marketing and communication products on GSA managed websites and 3rd party accounts. Utilizes a range of two and three dimensional still and motion graphic and still photographic editing software. Advises clients on visual information distribution via the web, assists in selecting specific visual material that should be utilized to reach identified audiences.  Evaluates, edits and codes HTML and JavaScript code to build and maintain public and internal web pages. Provides basic troubleshooting assistance identifying the root cause of issues (system or coding) and correction of coding issues or escalation of system issues to other team members.    

GS-11 Duties: 

Designs and produces multimedia products, including; still and motion graphics, video productions, still photography, and projects incorporating all or some of these elements for use in a broad spectrum of marketing and communication products, to include (but
not be limited to) video productions, websites, printed materials, and multimedia productions.  Advises clients on the full spectrum of visual information and multimedia distribution platforms. Evaluates, edits and codes markup languages and scripting languages to build and maintain public and internal web pages for GSA services, staff offices and regions. Develops components of visual information plans for client projects, including identifying requirements, objectives, format, style and medium to best meet communication goals.     

GS-12 Duties:

Designs and produces visual multimedia products, including; still and motion graphics, video productions, still photography, and projects incorporating all or some of these elements for use in a broad spectrum of marketing and communication products, to include (but not be limited to) video productions, websites, printed materials, and multimedia productions. Determines and develops comprehensive and coherent visual information plans, in concert with strategic communication plans, for client projects, including identifying requirements, objectives, format, style and medium to best meet communication goals.  Liaise with clients to discuss program requirements and solutions for visual information and program requirements; evaluates solutions and recommends adoption or alternatives to meet client needs; and advises clients on full spectrum of visual information and multimedia distribution platforms, including print, web, broadcast, and social media; assists in selecting specific visual material that should be utilized on each platform to reach identified audiences. Researches and proposes emerging visual information products to clients to achieve their communication objectives, including persuading clients to embrace nontraditional visual information products to achieve project goals.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the duty location. Positions include routine telework work arrangements that are geographically specific to the location described below.

The GS-09 salary range starts at $59,966.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience providing timely and proactive assistance with planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, video and multimedia productions, and other kinds of visual materials for use in communicating information through visual means.

Education may be substituted for specialized experience: Have a master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements),or 2 academic years of progressively higher level graduate education; and/or at least one year of specialized experience equivalent to the GS-7 level in the Federal service.

OR

Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position.

The GS-11 salary range starts at $72,553.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is defined as experience in planning the preparation and use of photographs, illustrations, drawings, and
other artwork, charts, diagrams, video and multimedia productions, and other kinds of visual materials for use in communicating information through visual means. Experience must include operating and maintaining a variety of audiovisual equipment and production
systems in order to assist with the production of exhibits, information displays, and audiovisual and electronic presentations.

Education may be substituted for specialized experience: Have a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. To be creditable, graduate education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position.

The GS-12 salary range starts at $86,962.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience in planning the preparation and use of photographs, illustrations,
drawings, and other artwork, charts, diagrams, video and multimedia productions, and other kinds of visual materials for use in communicating information through visual means. Experience must include utilizing desktop publishing theory and applications, graphic
design, applications, layout, make-up, and production; utilizing Adobe Creative Cloud applications, including Premiere, After Effects, Photoshop, Illustrator, and InDesign; peripheral computer equipment; operating various audiovisual equipment; and equipment and Public
Affairs techniques.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

1. Knowledge of multimedia production methods, techniques, and materials.
1a. Skill in applying project management methods and techniques to meet and work cooperatively with management and subject matter experts in order to plan visual information projects.    

2. Skill in conceptualizing abstract concepts and developing, designing, and producing visual information products.
2a. Skill in creating two and three dimensional still and motion graphic arts productions.
2b. Knowledge and skill utilizing audiovisual production equipment, lighting, and video editing software.

3. Interpersonal skills, including communicating and meeting with clients, management, and subject matter experts.

4. Knowledge and skill using various presentation media including video, photography, computer graphics, design and layout software.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
