Duties

Help

As an Equipment Specialist (Aircraft) at the GS-1670-12 level, some of your typical work assignments may include:

  • Ensures contractor compliance with the applicable Performance Work Statement (PWS), applicable Federal Aviation Administration (FAA) regulations, and JPATS quality assurance and maintenance and inspection program, policies, and procedures as detailed in JPATS General Maintenance Manual (GMM).
  • Analyzes and investigates adverse aircraft maintenance conditions and recommends to JPATS management possible corrective actions; develops recommendations for new approaches to resolve persistent, widespread, or critical problems.
  • Develops JPATS Supplemental Maintenance, Inspection, Training, and Troubleshooting Program.
  • Facilitates oral communication with a variety of peers, contract maintenance personnel, and supervisors.

Must pass a pre-employment security investigation and drug screening.

Must be able to obtain and maintain a Federal Acquisition Certification for Contract Officer Representative Level III Certification.

Qualifications

You may qualify at the GS-1670-12 level, if you fulfill following qualifications:

1. Specialized Experience: One year of specialized experience which include:

  1. Identifying trends or weaknesses in aircraft maintenance, inspection, and troubleshooting activities.
  2. Developing supplemental aircraft maintenance, inspection, training, and troubleshooting procedures for Boeing 737-400, 737-700, and 737-800 aircraft.
  3. Inspecting aircraft maintenance activities to ensure compliance with 14 CFR.
  4. Serving as a Technical advisor for strategic decision-making by interpreting aviation directives, maintenance policies/procedures, and Federal Aviation Regulations.
AND

Selective Factors:

Must possess a current Federal Aviation Administration(FAA) Mechanics Certificate with Airframe and Powerplant (A&P) Ratings.

Possession of the following competencies:
  • Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated and rated under DOJ's Category Rating and Selection Procedures. Applicants will enter a multi-hurdle process involving the following steps:

Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position.
Highly Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job.
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

Although veterans' preference points are not assigned under category rating procedures, veterans' preference eligibles are listed ahead of non-veterans within each category for which they are qualified. In addition, qualified veterans with a compensable service-connected disability of 10% or more are placed at the top of the highest quality category. (i.e. Best Qualified.)
