JOB TITLE:              Program Manager

BUSINESS TITLE:  Resources Manager

FLSA: Exempt

INTRODUCTION:  This position is located in the Family Programs and Resources (FPR) Unit, Resources Program, Personal and Professional Development (P&PD) Branch, Marine Corps Community Services (MCCS) Division, Marine Corps Installations Pacific-MCB Camp Butler (MCIPAC-MCBB), Okinawa, Japan.  The Resources Manager is a working manager for the day-to-day activities of the Resources Program (Information and Referral with Relocation Services, Personal Financial Management, Cultural Adaptation), oversight of facilities, supervision of personnel, and their assigned tasks.  Personnel are geographically located at five separate facilities: Camps Kinser, Courtney, Hansen, Schwab, and Foster.  The incumbent is required to travel to all camps in Okinawa, with occasional travel required off-island.  The incumbent reports to the Director, Resources Program.

MAJOR DUTIES AND REPSONSIBLITIES:

Personnel and Facility Management:  The incumbent is responsible for the management, administration, and training of FPR staff, and supports all active duty Marine Corps and Navy personnel, Department of Defense (DoD) civilians, military retirees, and family members.  The Resources Manager is responsible for the supervision of the following business titled staff members: 

Supervisory Resources Specialist                                           (1) NF-4

Personal Financial Management Specialist                            (2) NF-4

Personal Financial Management Specialist                            (1) GS-9/11

FPR Administrative Assistant                                                (1) NF-2

Inter-Cultural Coordinator                                                      (2) BWT 1-5

The Resources Manager is responsible for establishing performance standards and employee development plans for  FPR direct reports.  Ensures the accurate and timely processing of personnel action requests, time and attendance records, leave requests, performance appraisals, and grievance submissions.  Recommends, initiates, and/or reviews disciplinary actions, overtime requests, staffing assignments, and award recommendations.  Performs other related personnel management duties to include developing program related training requirements.  Responsible for carrying out Equal Employment Opportunity (EEO) and affirmative action policies and communicating support of these programs to subordinates.

Program Management:

Oversees and facilitates briefs for mandatory and non-mandatory relocation assistance services that include Welcome Aboard Briefs (including general officer level Newcomers' Orientation Welcome Aboard Briefs), Sponsorship Training, permanent change of station (PCS) outbound workshops, and daily/quarterly updates to the MilitaryINSTALLATIONS and local MCCS website. 

Develops and implements long-range goals, objectives, and schedules to meet changes in personnel staffing, facilities, legislation, program authority, and/or funding.

Ensures the program provides information and services in an innovative and forward-thinking manner by incorporating national best practices, the use of technology, and customer centric services.  Oversees the monthly Calendar of Events.

Responsible for the quality control and compliance of all FPR programs and services and incorporates program feedback to assess needs and provide improvements.

BASIC REQUIREMENTS:

  1. A Bachelor's degree or above in a field appropriate to the work of the position.
  2. Proven experience that demonstrates the applicant has acquired the knowledge, skills and abilities to successfully run a program with significant responsibilities and supervise a team.

QUALIFICATION REQUIREMENTS:

  1. Proven experience in positive work relations in a team environment. 
  2. Ability to listen, receive and incorporate ideas, and successfully work as part of a management team by keeping leadership informed of program information and issues in a timely manner.
  3. Proven ability to innovate, practice critical thinking skills, and demonstrate and maintain emotional intelligence.
  4. Ability to communicate on a professional level orally, in writing, and on social media. 
  5. Knowledge of the military lifestyle and military family support programs to provide services for the needs of a large, diverse, military and civilian population.
  6. Ability to interpret congressional and DoD regulations that apply to Navy and Marine Corps programs.
  7. Ability to analyze program effectiveness through a variety of reports and incorporate change, innovation, and national best practices for the FPR Program and services to customers.
  8. Ability to brief large audiences, high level officials, and diffuse customer issues in a professional manner. 
  9. Ability to carry out EEO policies and procedures and train staff in the knowledge and implementation of the Freedom of Information Act and the Privacy Act.
