As a Management and Program Analyst (MP), you will perform the following duties:

  • Communicates the official's priorities and directives to staff and key agency and/or bureau officials. Plans work schedules, to ensure an even flow and distribution of work. Issues verbal guidance or instructions and procedures for nonroutine or complex assignments. Facilitates the preparation, coordination, logistics, and scheduling of high-level meetings, conferences, or other forums.
  • Reviews and evaluates the programs, policy, and procedures to determine if they effectively and efficiently accomplish the goals, objectives, and mission. Develops and recommends establishment of new policy, procedures, and regulations as well as changes to existing policy, procedures, and regulations. Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Gives advice, counsel and/or instructions to employees on both work and administrative matters. Provides advice and guidance for improvements and anticipates areas of concern. Hears and resolves complaints from employees and recommends other actions in more serious cases. Finds ways to improve production or increase the quality of work produced.
This position has supervisory responsibilities 20% or less of the time.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-15 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as the following:

  1. Performing analysis of business operations to develop and implement efficient or streamlined administrative systems;
  2. Preparing data, briefing materials, and making recommendations for management consideration; and
  3. Developing and implementing organizational policies or procedures; and
  4. Leading administrative teams (e.g. assigning work, setting priorities, reviewing or evaluating work) consisting of employees at various levels within an agency or business department.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  2. A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;

You will be evaluated for this job based on how well you meet the qualifications above.
